Basque Country Pedro Sánchez complies and delivers the prisons to the PNV but delays the photo until after 4-M
Interior Euskadi will have a "Basque prison model" after receiving the transfer of the Sánchez prisons
The
Basque Government
will not have additional powers once it has the management of the prisons under its command and will be governed by the penitentiary law dependent on the State.
In this way, it will not have the capacity to define its own model in, for example, treatment boards, reintegration policies and enforcement of sentences, as vice-president
Josu Erkoreka did
last April.
His views and those of other members of the Iñigo Urkullu Executive caused some concern about the degree of autonomy of
the Basque Country
over its prisons.
However, the central government maintains that penitentiary legislation will continue to correspond to the State and that decisions will continue to be adopted under the supervision of the prison supervision judges.
The transfer of powers - which will be signed next Monday but will not be effective until October 1 - will be a regulated process that, once it is consumed, will be harmonized with the same state bases and regulations.
"The three R"
The transfer is therefore far from the future posed by Erkoreka who even spoke of a "own Basque project" based, he added, on "the three R's, resocialization, re-education and reintegration."
These concepts, on the other hand, are the basis of all prison policy, but the fact that it highlighted them set off some alarms.
The concern in different sectors spread when the vice-lehendakari ruled on the possibility that there was "an important margin" in the interpretation of the laws that allows different prison models under the same legal umbrella.
The transfer of powers will culminate on October 1 and affects a total of 670 prison officials and workforce and 960 inmates in the
Basauri, Maturene and Álava
prisons
.
Until that date, there will be a transition and accommodation period.
