  • Doubts When does the state of alarm in Spain end?

The

autonomous communities

hurry the last days before the

end of the state of alarm

to specify

the measures that will be applied

from Sunday

, May 9,

in order to contain the transmission of the

coronavirus

without encountering the courts again.

Most of the regions will detail their

measures

throughout this week

, although

some communities have already advanced that they will relax the restrictions

imposed on the

hotel industry

and that they will lift

perimeter closures

and

curfews

;

others study precisely how to maintain them

without clashing with the higher courts of justice

, as has been the case when the state of alarm was not in effect.

However, the last word will be the

Supreme Court

, by virtue of the decree approved by the Council of Ministers.

ANDALUSIA

  • This Thursday the Andalusian High Impact Public Health Alerts Advisory Council (Committee of Experts) meets to address possible restrictions in the community.

  • The Junta de Andalucía will not maintain the curfew or the perimeter closure of the region after May 9

    .

  • The president of the Board, Juanma Moreno, has been in

favor of maintaining the perimeter closure of municipalities with a high incidence

of infections, such as those with more than 500 and 1,000 cases per 100,000 inhabitants.

  • Moreno has also announced that the Board will put on the table a

    regulation of nightlife

after more than a year without activity.

ARAGON

  • Aragon will not have a curfew or

    perimeter

    confinement

of the community from the early hours of Saturday to Sunday.

  • The regional government may continue to decree

    perimeter confinements

of localities, regions and provinces and

limitations of capacity and hours as

long as it does so by decree law and is ratified by the regional Parliament, in accordance with the provisions of the autonomous law 3/2020 of December .

  • The

hours of closure in non-essential activities and hospitality

remain as they have been until now: For places with alert level 3 until 10:00 p.m. and for areas with aggravated alert 3 until 8:00 p.m.

ASTURIAS

  • The

    Principality of Asturias

has already advanced some of its

    restrictions

after Sunday: it has agreed to

extend the hours of the hotel business

    , both inside and outside,

    until one in the morning

    , although

    the bars

    will be

    closed

    .

  • Asturias has also approved an extension of

the maximum limit of people at the tables inside

hospitality establishments from four to six, although for now

    nightlife must remain closed

    .

BALEARICS

  • The Balearic Islands

    have approved

    maintaining the curfew from 11:00 p.m. to 6:00 a.m. until May 23.

  • It will also persist in the

    controls in ports and airports

for national passengers, who must present a covid test with a negative result.

  • In addition, the Government

restricts family and social gatherings and gatherings of a maximum of 6 people

indoors or outdoors, both in public and private spaces.

In addition, indoors, meetings of a

    maximum of two coexistence groups

    can only be held

    .

  • It also limits the celebrations or the permanence of people in

    places of worship

    to 50% of the capacity.

CANARY ISLANDS

  • The Canary Islands

will address the restrictions at their meeting this Thursday.

The archipelago aspires to be able to control, with the requirement of a

    negative PCR

    ,

the entrances to the archipelago through ports and airports

and to have the margin to set maximum capacity and limits on mobility.

CANTABRIA

  • Cantabria will

publish on May 11 a resolution that will include the control of the evolution of the pandemic by municipalities, always with measures that allow not having to reach the perimeter closure of the localities, although it is not ruled out because the objective is to guarantee health.

  • Of course, the autonomous community will be

"misguided" when the state of alarm wanes

, in the words of its president, Miguel Ángel Revilla.

    There

    will

    also be

    no curfew

    .

CATALONIA

  • Catalonia

    has

ruled out extending the night curfew

    and it will

    not restrict mobility either

    - the

    perimeter confinement

    of Catalonia is

    ending

    .

  • The Government does want to apply two measures that would be subject to judicial endorsement: the

limitation of meetings to six people and the capacity for religious acts

    , currently set at 50%.

CASTILLA LA MANCHA

  • Also

    Castilla-La Mancha will

    raise the perimeter fence

    and likely

    also the curfew.

  • It is also

studying the possibility of being able to regulate an increase in the maximum number of diners in hospitality establishments

, going from the 6 currently allowed to a total of 10 people.

CASTILLA AND LEÓN

  • The president of

    Castilla y León

, Alfonso Fernández Mañueco, has announced that the

perimeter closure and the curfew will end

    after May 9.

  • The

hours of the hotel business are

    also

    extended

    ,

    it will have to

    close at midnight.

    However, the

    interior of the hotel industry

will continue to be closed in those municipalities in which the incidence exceeds 150 cases per one hundred thousand inhabitants within 14 days, following the recommendations

    of the Health traffic light

    .

  • Likewise, the limitation of capacity

    in

    churches

    and in

    private meetings will end

    .

VALENCIAN COMMUNITY

  • The

    Valencian Community is

    studying

    delaying the beginning of the

    night

    curfew

at 00:00, which would last until 06:00.

  • Ximo Puig has already communicated that it is

planned to lift the perimeter closure

    of the community.

  • The Valencian Government

    also

    intends to

maintain the validity of some of the restrictions

against the coronavirus once the state of alarm subsides, since, although the epidemiological situation of the Community is better than that of the rest of the communities, the virus "is still there" and consider it is necessary to maintain prudence.

Among the restrictions that the Interdepartmental could review is the

maximum limit of people who can participate in social and family gatherings

, which is currently 6 and could be extended to 10 people.

ESTREMADURA

  • The Governing Council has approved to

delay the curfew for one hour on

May 7 and 8, until midnight.

As of the end of the state of alarm, on Sunday May 9,

Extremadura will not extend the curfew,

but the hours of permitted activities may not exceed midnight.

  • In addition, the community is going to

invalidate the perimeter closure from 00:00 this Friday, May 7.

  • Extremadura will

    also

regulate the capacity after May 9.

While it is at alert level 1,

a capacity of 50% inside the hotel

    and

    catering establishments

, with tables for up to 6 people, and

    85% on the terraces

, with tables for ten people, while in shops, the capacity will be 75%.

  • The

    capacity

level established for "high risk" activities is

50% for closed places of worship

    , as well as

    wakes, burials and funeral ceremonies

, the same capacity as for

    Weddings, Communions and Baptisms

    .

  • The

    hotels and tourist accommodation

will have a capacity of 75% and a maximum of 20 people per group, while the

markets, pools and cinemas and theaters

will be 75% and in the case of libraries and monuments, will

    not have restrictions.

GALICIA

  • The president of the Xunta de

    Galicia

, Alberto Núñez Feijóo, has announced the

extension of the hours in the hospitality industry

    ;

and has ratified that, as of 00.00 hours on Sunday,

the curfew and the regional perimeter closure are eliminated

    .

  • The only exception in which the Xunta intends to

maintain the curfew and the municipal closure internally

    will be the

municipalities of the community that are at an epidemiological level of "extreme" risk

    .

As the state of alarm waned, Feijóo remarked that the Executive will be forced to request judicial authorization for these decisions.

RESTRICTIONS IN MADRID

  • The

    Community of Madrid

is studying a decree and has not made, for the moment, any decision on what to do with respect to the

    curfew

, as reported by the Ministry of Health.

  • Madrid does maintain its strategy of restricting mobility in basic health areas

and localities with a high incidence, measures that it applies to new areas until the 17th, beyond the end of the state of alarm.

This week he will present "all the corresponding technical documentation" to obtain the endorsement of the TSJM.

The Deputy Minister of Public Health and the

    Covid-19

    Plan

, Antonio Zapatero, has not ruled out continuing with others such as with a

    curfew

if necessary, depending on the evolution of the data.

MURCIA

  • The legal and epidemiology services of

    Murcia

    study the effects that the end of the state of alarm will have and the maintenance of restrictive measures that exceed the autonomic sphere;

It has not specified what restrictions it will implement, but it

has requested a "plan B" from the Ministry of Health

because the incidence continues to be high.

NAVARRE

  • The

    Government of Navarra

    will open the Foral Community

from this Sunday, after the end of the state of alarm, and plans to

maintain the limitation of night mobility -the curfew- between 23:00 and 06:00 hours

    .

  • Among the novelties regarding the current measures, there is also the

recommendation to limit the meetings in the homes

to a maximum of six people from two cohabiting units, except cohabiting, and the extension

    to 10

    pm the hours of the

    terraces in the hospitality industry

    .

  • The Government of Navarra, as reported at a press conference by the vice president and spokesman for the Executive, Javier Remírez, has adopted these measures after the state of alarm based mainly on the decline in infections experienced in recent days in the Autonomous Community and in the good rhythm of the vaccination process, reports Efe.

BASQUE COUNTRY

  • The Higher Prosecutor's Office of

    the Basque Country

has expressed its rejection of judicial authorization for the

perimeter closures of the Basque Country

and the municipalities, as well as the

    night curfew

between 10 p.m. and 6 a.m., after the end of the state of alarm next May 9.

  • The Basque Government is

    working on a decree

with measures to deal with covid-19, as indicated by the Lehendakari, Iñigo Urkullu.

The curfew and perimeter closures of the Basque Country and municipalities are, in the opinion of the Prosecutor's Office, generic measures limiting the constitutional right to circulate through the national territory, aimed at an undetermined number of people, which "are not justified" confirm the health laws outside the framework of exception.

THE RIOJA

  • La Rioja will lift the community's perimeter closure and curfew next Sunday.

  • A new three-level "traffic light" will be implemented based on various indicators to impose different restrictions.

Only the "extra" will allow restricting fundamental rights, such as mobility or assembly, and must be endorsed by the Superior Court of Justice of La Rioja.
