The text of the document says that “to ensure the rights and legitimate interests of suspects and accused, as well as to create conditions of detention in pre-trial detention centers of the criminal correctional system, it is necessary to: expand the list of additional paid services;
expanding the list of items that suspects and accused persons can have with them, store, receive in parcels and transfers, as well as acquire by bank transfer. "
The concept also involves improving the system of incentives and penalties, expanding the list of serious diseases that prevent detention.
In addition, according to the document, it is planned to create conditions that allow the defendants to play sports outside the cells.
