Schwerin (dpa / mv) - The state procurement chamber has declared the procurement of the contact tracking app Luca by the state to be legal, according to Infrastructure Minister Christian Ebene (SPD).

At the same time, the board had rejected a competitor's complaint against the award on all relevant points, level announced on Wednesday.

The board found that the market research was legitimate.

The minimum requirements formulated by the state government were appropriate and non-discriminatory, and the urgency requirements were also met.

The competitor, the Wiener Cube Software- und Hotelprojektierungs GmbH, did not want to comment on the award chamber's verdict.

However, managing director Rudolf Tucek announced that he would lodge a complaint against the decision with the higher regional court in Rostock.

Mecklenburg-Western Pomerania bought a license to use the Luca app for contact tracking at the beginning of March.

According to earlier information, it was the first federal state to take this step.

As level further said, the public procurement tribunal was of the opinion that the competitor software was not suitable for the purposes of the country.

"We couldn't have explained a digital solution for contact tracking in autumn 2021, and it would have seriously shaken people's confidence in a state that could react quickly to the pandemic," emphasized level.
