The leaders around Prime Minister Winfried Kretschmann (Greens) and CDU regional chief Thomas Strobl explained the contract and the ministries' layout on the Arena2036 research campus in Stuttgart.
The "departure" planned by the Greens and CDU is, however, made more difficult by the corona-related lack of money in the state treasury. All projects are subject to a budget reservation. The preface to the coalition agreement says: “There is very little financial leeway in the budget. In the years to come, we will have to weigh up much more precisely: What expenses do we need and want to make? And which ones can we no longer afford for now? "
The future green-black coalition agreed to push ahead with the most important projects, such as climate protection or the expansion of local transport, but to wait with large investments until the tax revenue gushes again.
The preamble to the treaty says: "Therefore, additional expenditure needs solid counter-financing."
This also has consequences for the staff.
It is planned to "create no new jobs in the state administration in total in terms of number and costs".
