Stuttgart (dpa / lsw) - The future green-black coalition in Baden-Württemberg has agreed to create an additional ministry despite the poor budget situation.

The CDU will lead the new department, which will be responsible for building, housing and spatial planning, the German press agency learned on Tuesday evening on the sidelines of the deliberations of the party leaders in Stuttgart.

This means that the Greens can occupy six specialist departments after their clear election victory, the CDU still five.

However, for the new ministry, the CDU-led economic department in particular has to surrender responsibilities.

It is therefore now also certain that the Greens will take over the Ministry of Culture for the first time in the southwest.

Premiere: Greens lead the Ministry of Culture

The coalition agreement and the ministries' layout will be officially presented this Wednesday.

The new ministers should not be announced until next week.

The location of the presentation this Wednesday is intended to show how innovative the renewed green-black alliance is.

The leaders around Prime Minister Winfried Kretschmann (Greens) and CDU boss Thomas Strobl explain their work and the layout of the ministries on the Arena2036 research campus in Stuttgart.

The campus is a public-private platform for innovations in mobility and the production of the future.

On Saturday, the party congresses of the Greens and CDU still have to approve the coalition agreement.

And on Wednesday in a week, the 72-year-old Kretschmann wants to be elected head of government for the third time.

Kretschmann: Negotiations are "no picnic"

The negotiations about the ministries and their layout in the L-Bank in Stuttgart lasted significantly longer than originally planned.

Actually, the tips around Kretschmann and CDU country chief Thomas Strobl wanted to be ready after just over an hour.

But the future partners get stuck.

Kretschmann and Strobl had to talk face to face several times, there were further smaller rounds until they sat down in a larger group around 11:15 p.m. and had a solution after ten minutes.

After the round was over, Kretschmann told the dpa that the negotiations were “no picnic”.

Regarding the apparent dispute with the CDU, he said: "You are never alone in the world."

A 6: 5 instead of 6: 4 - CDU can save face

The head of government had already announced at the weekend that he could imagine creating another ministry despite the bad budget situation caused by the corona.

So far, the state has ten specialist departments, the Greens and the CDU each run five - not counting the Kretschmann State Ministry.

After the clear election victory of the Greens, it was expected that they would claim more departments in the future.

In party circles it has long been said that Green-Black could create another ministry so that the ratio is not 6 to 4, but only 6 to 5.

Kretschmann's Minister of State is likely to move to the culture department

So far, the Greens sit in the finance, environment, transport, science and health ministries.

They also want to keep the ecos.

So far, the CDU has the departments for internal affairs, culture, agriculture, economy and justice.

It has been said for some time that the Greens wanted to take over the Ministry of Culture this time; with a budget of 13 billion euros, it is the financially most important one.

Since Minister Susanne Eisenmann is withdrawing from politics after her failure as the CDU top candidate, it has to be filled again anyway.

Minister of State Theresa Schopper (60), who was formerly the Bavarian Greens leader, is considered the candidate with the most prospects.

Surprise candidate for the Treasury

A surprise is looming with the appointment of the finance ministry.

The hot candidate is the 37-year-old Green Bundestag member Danyal Bayaz from Heidelberg.

The former management consultant has made a name for himself as a financial expert and representative of the Greens in the committee of inquiry into the scandal surrounding the financial services provider Wirecard.

Bayaz has already signaled that he wants to take over from the outgoing head of department Edith Sitzmann, it said.

The “Stuttgarter Zeitung” and the “Stuttgarter Nachrichten” had already reported that Bayaz was being discussed.

Subordinate should be succeeded by a woman

A woman should move into the environmental department.

The deputy parliamentary group Thekla Walker and Karlsruhe's environmental mayor Bettina Lisbach will succeed the outgoing minister Franz Untersteller.

Walker from Stuttgart was state chairwoman of the Greens from 2011 to 2016.

Lisbach sat in the state parliament from 2016 to 2019.

The previous authorized representative at the federal government, Andre Baumann, who was in the meantime acted as a minister, could therefore return to his old post as State Secretary for the Environment.

At the CDU there are probably three men and two women

On the CDU side, Strobl remains Minister of the Interior, Agriculture Minister Peter Hauk is also to keep his post.

The chances of Economics Minister Nicole Hoffmeister-Kraut (CDU) to remain in office have increased again.

The Sigmaringer district administrator Stefanie Bürkle, who had played a central role in the coalition negotiations, reportedly does not want to move to Stuttgart.

Group vice-president Nicole Razavi is named for the new construction department.

The new Justice Minister could be Wolfgang Reinhart, who gave up his post as parliamentary group leader on Tuesday.

«Climate protection country» with budget reservation

Opposition scoffs at green-black: missile without fuel

The opposition of the SPD and FDP sees green and black as a coalition of “bad checks” that are putting their conflicts on the back burner. SPD boss Andreas Stoch said about the location of the presentation Arena 2036, in which research is also carried out on space travel: "If you only write headlines instead of politics, you probably also hope that a beautiful backdrop will hide a weak contract."
