The European Union is working on the return of foreign tourists for next summer.

Brussels has just announced its recommendations concerning the conditions for this return, which will require the agreement of the Member States.

Only two categories of tourists could be concerned.

Europe is also thinking about holidays, despite the Covid.

The European Commission seems determined to prepare the return of foreign tourists to the European Union for this summer.

So there will be - perhaps - again Americans at the Eiffel Tower or Japanese at the Château de Chambord.

It has been over a year since the European Union closed its territory to tourists from the rest of the world.

But Brussels felt on Monday that it was now time to reopen the doors.

The objective: to revive the tourist industry and to ensure that Europeans can also travel again, on the principle of reciprocity.

Two categories of tourists will be able to return

The reopening will not be without limits, however.

Two categories of visitors could rediscover the Old Continent: those who have received their two doses of a vaccine validated by the European Union (or a single dose for the Johnson & Johnson vaccine) and those who come from a spared country, that is to say, which records less than 100 contaminations per 100,000 inhabitants, over two weeks.

This is four times less than the current European average.

For travelers who have been vaccinated, they must have been vaccinated for at least 14 days.

Member States could also extend this authorization to persons vaccinated with a serum benefiting from an emergency authorization by the WHO.

Authorization to travel to the EU does not mean entry without other preventive measures: tourists could still be imposed by the countries of destination a test, or even quarantine, a European source said. .

The European Commission is targeting a return of these tourists by early June.

But the member states will of course have the last word.

"In principle, we are ok, but we must first ensure that restrictions are lifted between European countries", comments a diplomat with Europe 1. Finally, there is the risk of new variants.

To deal with this, Brussels is proposing a faster coordination mechanism between the 27 to make sure that everyone blocks arrivals from the same country at the same time if necessary.

The EU is also preparing the establishment of a European health certificate, which it wants operational before the end of June, to facilitate the resumption of free movement between European countries.

The system provides for the recognition of certificates issued by third countries, which must meet certain requirements, in particular to certify their authenticity.
