Russian President Vladimir Putin approved a list of instructions for the implementation of the message to the Federal Assembly dated April 21, 2021.

The list published on the Kremlin's website includes 18 items.

“The Russian government should provide funding for the costs of implementing the measures provided for by this list of instructions.

The report - until June 1, 2021, then - once a quarter, ”the message says.

In particular, the President ordered from July 1, 2021 to provide pregnant women with a monthly payment in the amount of 50% of the subsistence minimum of the working-age population, if the gestation period is from six weeks or more, if they have registered for medical attention and if the size of the average per capita income of their family does not exceed the subsistence minimum. ...

In addition, the President ordered the provision of a monthly payment to children between the ages of eight and 17 in families with a single parent or families who, in accordance with a court decision, have the right to receive alimony and do not receive it, if such families are recognized as needy or remain in this status after receiving alimony.

The payment amount will be 50% of the child's subsistence minimum established in the region.

In addition, in accordance with the presidential decree, the government is to pay 10 thousand rubles in a lump sum in August 2021 to families with children between the ages of six and 18.

Recall that Putin in his message to the Federal Assembly instructed the government to prepare a system of measures to support families with children.

As the head of state emphasized, "the task is to minimize the threat of poverty for such families."

Putin noted that in this regard, the state should provide direct support to families with children who are in a difficult situation.

Now in Russia there is a system of payments for the first and second child under the age of three for families where incomes do not exceed two living wages per person.

Also in 2020, payments for children from three to seven years old, inclusive, appeared in the country.

Among other things, the president ordered the extension of the tourist cashback program until the end of 2021, and during the summer holidays 50% of the cost of children's camps should be reimbursed.

This order must be completed by May 15th.

As the President noted earlier, thanks to this decision, more people will be able to improve their health in sanatoriums and resorts.

At the end of April, the Russian government allocated an additional 4.7 billion rubles to extend the tourist cashback program.

Now in Russia, the third stage of the program is underway, which started on the night of March 17-18 and will last until June 15.

According to the terms of the program, the duration of the tour or hotel stay must be at least two nights.

The refund amount will be 20% of the tour cost, but not more than 20 thousand rubles.

Cashback will be credited only for trips paid for with a Mir card.

The head of state also instructed in the coming years to send significant funds from the federal budget for the construction and reconstruction of rural houses of culture, modernization of libraries, overhaul and equipment of children's theaters and municipal museums, renovation of buildings and equipment of pedagogical universities, renewal of the school bus fleet, and so on.

The President ordered to submit proposals for additional support to small and medium-sized businesses by May 21.

It is planned to achieve these goals through tax incentives, increasing the availability of loans, as well as increasing the share of purchases of products manufactured by entrepreneurs by large state-owned companies.

Among other things, the President ordered to include in the ongoing national project "Tourism and hospitality industry" activities related to the development of the Sheregesh ski resort, the yacht resort in the Balaklava Bay of Sevastopol, as well as the tourist clusters "Altai Foothills" and "Baltic Coast".

Also, the head of state instructed to ensure the connection of households to gas supply in gasified settlements until 2023 without attracting funds from citizens.

Earlier, the Ministry of Finance reported that about 400 billion rubles would be allocated for the implementation of the new tasks set by the president in the next two years.

According to the head of the department Anton Siluanov, it is planned to spend about 270 billion in 2021 and 130 billion in 2022.
