29 April 2021 The European Parliament has adopted the European Commission's proposal for the digital green certificate that will facilitate travel within the EU. 540 deputies voted in favor of the "Digital Green Certificate"; 119 against and 31 abstentions. The European Commission's proposal for a certificate common to all member countries, which testifies to vaccination, recovery from the Covid-19 virus or having carried out a test with a negative result, had been advanced with an urgent procedure in sight. of the summer season. In addition to promoting freedom of movement within the European Union safely, the certificate was designed to give new impetus to the economy.



Parliament wants to ensure that the European certificate works in parallel with any initiative taken by the Member States, which should also respect the same common legal framework. Member States must accept vaccination certificates issued in other Member States for people who have received a vaccine authorized by the European Medicines Agency (currently Pfizer-BioNTech, Moderna, AstraZeneca and Janssen), MEPs argue. It will be up to the Member States to decide whether they also want to accept vaccination certificates issued in other Member States for vaccines listed by WHO for emergency use.   



The certificates will be verified to prevent fraud or falsification, as well as the authenticity of the QR Codes present. The personal data contained in the certificate cannot be stored in the Member States of destination and a central database will not be established at EU level. The list of entities that will process and receive the data will be made public so that citizens can exercise their data protection rights, under the General Data Protection Regulation.
