On Monday, officials said that at least 16 civilians, most of them students, were injured after a missile hit the governor's office in the eastern Kunar province.

Provincial Governor Iqbal Saeed said that the missile fell on a hall in the governor's compound in the provincial capital, Asadabad, where a religious competition was being held among students, and no party has yet claimed responsibility for the attack so far.

The provincial governor accused the Taliban militants of being behind the attack, adding that the missile was fired from a mountainous area in Marwara district of the province.

According to local officials, at least 300 students and organizers were in the hall for the competition, when the attack occurred.

Earlier, at least 7 civilians were killed yesterday in an air and mortar attack by the security forces in the Wardak region in the center of the country.

Afghanistan faces a state of uncertainty in light of the determination of US and NATO forces to withdraw by 11 September.

Yesterday, the Supreme Commander of US forces in Afghanistan, General Scott Miller, announced that foreign forces had begun evacuating military bases in the country, and said in a press conference in the capital, Kabul, that "American forces and their allies have begun handing over their bases to Afghan forces."
