  The "Action Plan" pointed out that, guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, adhere to the work policy of "people-oriented, comprehensive governance, prevention first, and combination of combat and prevention", and form a "party committee leadership, government responsibility, departmental linkage, and social coordination". , Citizen participation, rule of law guarantee, scientific and technological support" work pattern, effectively prevent and punish the crime of human trafficking, effectively protect the basic rights of citizens, maintain social harmony and stability, maintain national security, and show our image as a responsible great country.

  The Action Plan proposes to uphold and improve the long-term mechanism of anti-trafficking work that integrates prevention, combat, rescue, placement, and rehabilitation, to improve the coordination, cooperation, and guarantee mechanisms for anti-trafficking work, and to promote the rule of law, coordinated anti-trafficking, and anti-trafficking mechanisms. The work model of anti-trafficking with science and technology and the national anti-trafficking has continuously improved the rule of law, coordination, technology and socialization of anti-trafficking work.

The Action Plan proposes specific measures in six areas.

  First, we must strengthen governance at the source, improve the community-based network for the prevention of trafficking in human beings, implement grid management, and build a multi-sectoral collaboration and extensive social participation in mass prevention and governance work system.

Comprehensively rectify the key areas and "buyer's markets" for criminal activities of human trafficking, severely crack down on the use of the Internet to commit human trafficking crimes, and effectively prevent the occurrence of human trafficking crimes.

  Second, we must always maintain a high-pressure situation in combating human trafficking crimes, continue to organize and carry out national special operations to combat human trafficking crimes, rescue victims of trafficking in a timely manner, and effectively deter and punish human trafficking crimes.

Promote the modernization and upgrading of investigative methods.

Strictly implement the responsibility system for investigating and handling child trafficking cases, and strictly implement the rapid detection mechanism for missing children.

Improve the information release system for missing children and the national DNA (deoxyribonucleic acid) database for anti-trafficking, and do a good job in the construction of the "Reunion" system, an emergency release platform for missing children of the Ministry of Public Security.

  Third, we must strengthen the rescue, resettlement, rehabilitation, family and community integration of trafficked victims to help them adapt to the new environment and life, and return to society smoothly.

Implement departmental responsibilities, give full play to community functions, and strengthen social care.

Improve the service level of institutions such as assistance management, minor assistance and protection, and child welfare.

Provide necessary services to victims of trafficking who have returned to society, and effectively help solve employment and living problems.

  Fourth, we must adhere to the basic principles of anti-trafficking under the rule of law, and study, formulate and revise relevant laws, regulations and policies.

Improve the law application system, formulate a family education law, standardize adoption procedures, and implement a child guardianship system.

Strengthen policy linkage, expand policy publicity, and supervise policy implementation.

  Fifth, we must innovate publicity and education methods, strengthen public opinion guidance, actively respond to social concerns, and make full use of the Internet and new media to carry out publicity and education.

Focus on anti-trafficking safety education and publicity on the rule of law in key areas, key locations, and people vulnerable to trafficking in human trafficking.

Expose typical cases of anti-trafficking, increase the frequency of anti-trafficking programs, and prioritize broadcasting during prime time.

Mobilize social forces to support and participate in anti-trafficking work, and broaden the channels for the masses to report clues.

Standardize the management and evaluation system of anti-trafficking volunteer teams, strengthen the education and training of anti-trafficking staff at all levels and the professionalization of anti-trafficking work teams.

  Sixth, we must strengthen international cooperation, effectively prevent and severely crack down on the crime of transnational and cross-border human trafficking, and strengthen assistance to victims of transnational and cross-border trafficking.

Strengthen international cooperation with other countries and regions in combating the crime of human trafficking.

  The Action Plan requires that the State Council’s Anti-Trafficking Inter-ministerial Joint Conference should strengthen organizational leadership and overall coordination, and formulate and improve policy measures.

The Joint Conference Office is responsible for coordinating and organizing the supervision, inspection and evaluation of the implementation of the Action Plan.

Governments at all levels should improve funding guarantees, broaden anti-trafficking funding channels, and support the development of anti-trafficking public welfare projects.

It is necessary to strictly assess and supervise, commend and reward departments and regions with outstanding anti-trafficking work, as well as advanced groups and individuals, report criticisms to regions and departments that do not work well, and hold relevant personnel accountable in accordance with laws and disciplines.
