The former Minister for the Environment, Gustav Fridolin, is conducting an ongoing state investigation that will produce proposals for measures to strengthen the position of teaching materials in schools.

Like the teachers from Umeå that SVT has met, he is critical of textbooks being replaced by copied material to save money.

- We have a lot of data that indicates that you buy less teaching materials now than before.

Teachers are allowed to stand there and copy.

It is of course serious, says Gustav Fridolin.

Stefan Persson, chairman of Läromedelsföretagen, is also concerned about the situation.

They lose large revenues when the books are copied instead of bought in, which means that it becomes more difficult to develop new and old teaching materials.

At the same time, he understands that teachers copy when there are no books.

No risk of getting caught

And there is no major risk of getting caught.

There is no one to control.

And no one knows how much is copied.

- We know that the copiers are hot and think that the responsibility lies with the municipalities.

But copying is not the basic problem, it is a symptom.

The basic problem is that the funding for teaching materials is too low, says Stefan Persson.

When it comes to Umeå municipality, the director of education Ann-Christine Gradin says that she does not think that fulcopy is a major problem.

- I am completely confident that every school, under the leadership of every principal, and good teachers stay within the framework that exists.
