One of them narrates that he had to change his residence due to the noise emanating from the upper floor, and another confirmed that he had found no way to prevent the son of his neighbors from bullying his daughter with Down syndrome except to file a complaint with the police, while the residents of one of the buildings sent a letter to the landlord, demanding the expulsion of their neighbor From the building, due to the continuous throwing of garbage bags next to the elevator, instead of throwing them into the designated container.

And they suggested putting in place a law governing the rights and duties of a neighbor towards his neighbors, to reduce disputes.

The Abu Dhabi Community Police confirmed that it deals with the neighbors' complaints and complaints through awareness and dialogue, and calls for reconciliation between the litigants, while referring cases that result in assault and injuries to the competent authorities to take the necessary measures.

A legal advisor considered that "there is no need to issue a law governing the disputes of neighbors of a daily nature, because the existing laws address the transgressions that cause harm to others," stressing the moral and social responsibility of the population to respect each other's rights.

In detail, residents told Emirates Today that most of the disputes they faced with neighbors were for simple reasons, but some called the police to stop them.

They emphasized that the rental party sometimes intervenes to settle disputes that arise between them, especially when the cause of the dispute is infringing on the rights of others, repeatedly making noise, or occupying the parking lots of their vehicles.

Amin al-Hajj, a bank employee, stated that he lost his sleep schedule after the arrival of a new neighbor to the building, due to the constant movement of his children, their screams, and their quarrels that continued until late at night, which forced him to rent another apartment, in another location of the building.

The same complaint was repeated from Lamia Amer, a saleswoman in a store, explaining that she returns to her apartment hoping to get some rest, in the middle of the day, but her neighbors deny her this right, due to the noise.

On her return to the apartment at night, she was surprised by them watching her, and asking her questions about the reason for her late return.

Sabri Muhammad, the owner of a sweet shop, said that neighbors' complaints are not limited to noise or the inconvenience of children, but there are other sources, including bad smells, lack of hygiene, throwing waste, occupying parking lots, and others, indicating that he usually resorted to complaining to take action against his neighbor. .

"Abunadia", who works as an engineer, stated that his daughter suffers "Down Syndrome", and that some children are bullying her because of her illness.

He mentioned that the son of his neighbor used to push her to cry, and whenever he complained about his father, he was surprised by him asking him to expand his chest, instead of taking a stance towards his son to educate him and warn him, which prompted him to resort to the police.

Residents signed a collective letter to the leased agency to take action, after Ibn Jeeran's insistence on throwing garbage bags in front of the elevator, instead of disposing of them in the container designated for that, demanding his expulsion from the building.

"Abu Yaser", a teacher in a private school, said that there are sources of inconvenience that cannot be controlled, especially when they are caused by children, adding that he was surprised by a neighbor who lives in a basement apartment, who complains to the police because of the noise.

He explained that he could not prevent his children or punish them for practicing their normal lives inside the apartment, stressing that his neighbor did not take into account the young age of the children, the difficulty of controlling their behavior, and preventing them from running and playing inside the apartment.

And «Abu Yasin» said that some exaggerate the complaint, and rush to submit reports to the police, suggesting the existence of a law governing the relationship between neighbors.

For his part, the Head of the Community Police Affairs Department in the Peripheral Areas of Abu Dhabi Police, Lt. Col. Abdullah Muhammad Al-Harithi, confirmed that the reports received due to the differences that arise between the neighbors are limited, as the police are keen to perform proactive and preventive tasks to prevent the emergence of such disputes, through awareness-raising Community members through direct and virtual meetings, lectures, seminars, and others.

He said that the disputes that arise between neighbors are often simple, and arise because of children, in addition to other causes, such as harassment and infringement of the neighbor's rights, adding that Abu Dhabi Police professionally deals with such reports, which often end in reconciliation between the two parties.

He emphasized that the awareness campaigns carried out by the community police continue throughout the year, starting from the school and reaching the residential neighborhoods, adding that they continued during the emergence of the Corona pandemic through electronic awareness and organizing meetings with different segments of society remotely.

He pointed out that most of the disputes between neighbors are minor, but in cases where there are injuries or beating, the perpetrators are dealt with according to the law, to limit the abuses and socially unacceptable behavior.

For his part, the legal advisor, Muhammad Waheed, said that there is no law that governs minor disputes between neighbors, but transgressions that include physical or verbal abuse are subject to the punishment stipulated in the penal laws, criminal procedures and information technology, while the law of in-kind transactions governs the relationship regarding real rights. Between neighbors.

He pointed out that the rental company has a major role in resolving disputes that arise between neighbors of the same building, whether related to disturbance and noise or infringement of the rights of others.
