　　In the first three months of this year, the number of criminal prosecutors handling cases across the country has increased significantly, and the quality of case handling has steadily improved.

The data released by the Supreme People’s Procuratorate showed that the nation’s procuratorial organs approved and decided to arrest 19,053 criminal suspects, an increase of 44.9% year-on-year; 70,714 people were not arrested, an increase of 86% year-on-year, and the non-arrest rate was 27%, an increase of 4.8 percentage points year-on-year.

A total of 361,165 people were decided to prosecute, a year-on-year increase of 30.9%; 57,770 people were decided not to prosecute, a year-on-year increase of 64.4%, and the non-prosecution rate was 13.8%, a year-on-year increase of 2.5 percentage points.

From January to March, procuratorial organs nationwide applied the leniency system to conclude 360,469 cases, accounting for more than 85% of the number of cases reviewed and prosecuted in the same period.

Since the proportion of confessions and punishments applied last year reached a high level of over 85%, there has not been a significant increase. This shows that under the premise of making full use of the application, local procuratorial organs did not unilaterally pursue an infinitely high application rate for confessions and punishments, but sought truth from facts. From January to March, procuratorial organs across the country did not approve the arrest of 4448 juvenile criminal suspects, an increase of 1.2 times year-on-year, and the non-arrest rate was 43.1%, an increase of 9.4% year-on-year, which was 16.1% higher than the overall criminal offence; conditional non-prosecution 2364 persons, an increase of 1.2 times year-on-year, the conditional non-prosecution rate was 21.9%, an increase of 9.6% year-on-year; 3674 persons were not prosecuted, an increase of 38.9% year-on-year, and the non-prosecution rate was 35.6%, an increase of 6.3% year-on-year, 21.8 higher than the overall criminal offences Percentage points.
