In Russia, a legislative initiative is being developed aimed at creating a patent with an electronic carrier of information for migrants, which will allow them to carry out their labor activities on the territory of the country.

This was reported by TASS with reference to the press service of the Ministry of Internal Affairs.

"On the territory of a constituent entity of the Russian Federation, on the basis of an agreement on interaction between the federal executive body in the field of internal affairs and this constituent entity of the Russian Federation, a patent in the form of a card with an electronic storage medium may be introduced," said the representative of the department.

At the moment, the preparation of the relevant regulatory framework is underway.

In particular, we are talking about the development of a patent form with an electronic ID-card.

A corresponding pilot project will be launched in Moscow.

"The introduction of an electronic patent on the territory of the city of Moscow will be possible after the publication of the above-mentioned normative legal acts of the Ministry of Internal Affairs of Russia and the subsequent conclusion of an appropriate agreement between the Ministry of Internal Affairs of Russia and the government of Moscow," the Ministry of Internal Affairs said in a statement.

At the end of March, it was reported that the department at the end of 2021 will submit to the government of the Russian Federation a draft of a new federal law on migrants.

The concept of the document was brought up for discussion back in September 2020.

“We, as part of the implementation of the concept of state migration policy, which was approved in 2018, together with interested executive authorities, have already prepared a new draft federal law, which, in addition to reforming various regimes for foreign citizens, provides for the possibility, including for children of migrants, to extend the terms stay, ”said Valentina Kazakova, Head of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia.

In addition, the ministry is developing a unified information platform for registering foreign citizens, which will include their digital profiles.

Thus, migrants will be able to receive government services electronically.

Later, the Ministry of Digital Science published a draft order on the federal portal of drafts of regulatory legal acts, which amends the Unified Identification and Authentication System (ESIA). So, on the State Services portal, another type of account will appear exclusively for migrants, where they can conclude employment contracts, receive SNILS, and make an appointment for a patent.

“The Ministry of Digital Affairs of Russia, together with the federal executive authorities, is creating a digital platform for migration processes and labor resources, which includes the necessary infrastructure of the national and supranational level, designed to search for vacancies and simplify the procedure for the employment of foreign citizens in the Russian Federation and provide a range of state and other services for labor migrants with different legal status in electronic form, ”the explanatory note says.

As noted by TASS in the press service of the Ministry of Digital Development, such an account will not yet fully function, but will already provide an opportunity to work with a number of services, for example, searching for vacancies on the Work in Russia website.

In December 2020, the Ministry of Internal Affairs of the Russian Federation indicated that there are about 6.3 million migrants in the country, while in previous years this figure was 9-11 million foreign citizens.

On April 22, 2021, Dmitry Sergienko, head of the Migration Department of the Main Directorate of the Ministry of Internal Affairs for Moscow, said that the number of foreigners in the capital had decreased.

“The number of foreign citizens staying in Moscow has decreased by 21% to 789 thousand.

For the same period last year, there were more than a million of them, ”he said.

This means that he pays the corresponding taxes established by our law.
