Wegner and Blaich refer, among other things, to a definition according to which bullying is "the repeated and systematic degradation, hurting and humiliation of others over a long period of time", "which serves to satisfy one's own needs, especially for power and prestige".

There is a positive response in the group, it cannot be ended by the victim alone and it changes the framework of values.

The two experts emphasized that bullying and cyberbullying are interwoven in the world of children and young people.

"Those affected are attacked online and offline."

As with all forms of violence, the magnitude of bullying and cyberbullying cannot be precisely determined, write Wegner and Blaich. The youth advocates of the state office based in Stuttgart demand that concepts for prevention and intervention be established in schools and youth welfare institutions.
