According to Khinshtein, despite Meduza's recognition as a foreign agent, its journalists are not foreign agents as individuals.

According to the law, political activity is considered to be the organization of rallies and public debates, election observation, public appeals to state bodies, dissemination of opinions on state policy, as well as the formation of socio-political views and beliefs.

In addition, Alexander Khinshtein noted that Meduza is not a media outlet in Russia.

“We cannot count this publication as a media outlet, since it is not accredited in Russia.

Let me remind you that according to the law, foreign media must be accredited by the Ministry of Foreign Affairs.

Meduza refuses to submit an application for this, although the procedure is purely formal, ”he said.
