The first deputy general manager of the Russian National Aerospace Corporation, Ulicic, delivered a speech and issued on behalf of Russia and China the "Joint Statement of the China National Space Administration and the Russian National Aerospace Corporation on the Cooperative Construction of International Lunar Research Stations" (hereinafter referred to as the "Statement") .

  This "Statement" demonstrates the confidence and determination of China and Russia to cooperate in the lunar and deep space fields.

The "Statement" clearly stated that the International Lunar Research Station will be open to all interested countries, international organizations and international partners, and will cooperate in the planning, demonstration, design, development, implementation, and operation of the International Lunar Research Station. At each stage of the project, at all levels of the mission, participate in the cooperation of international lunar research stations in the form of physical and non-physical objects.

  In July 2020, the space agencies of China and Russia confirmed the cooperation of the International Lunar Research Station; in March 2021, the Chinese and Russian governments signed the "Memorandum of Understanding on Cooperation in the Construction of International Lunar Research Stations" to start international lunar research Station cooperation.

According to the plans of China and Russia, the "Roadmap for the Implementation of International Lunar Research Stations" will be released in the future, as well as the procedures for joining other interested countries or international organizations.

  Wu Yanhua, deputy director of the China National Space Administration, said that China and Russia will work with other international partners to build an international lunar research station.

The International Lunar Research Station will be another important contribution made by China and Russia to promote the long-term sustainable development of the UN’s outer space activities. The China National Space Administration and the State Aerospace Corporation of Russia adhere to the principle of "consulting together, building together, and sharing." Principles, promote the extensive cooperation of international lunar research stations, and jointly promote the development of human space science and technology and economic and social progress.

  As a side event of the 58th UNISPACE Science and Technology Subcommittee Meeting, this briefing was attended by more than 100 representatives from nearly 30 countries and international organizations using the “online + offline” approach.
