The Bremen Senate pointed out that joggers or strollers were allowed to go alone until midnight.
There are also exceptions for trips to and from work or for emergencies.
In the Federal Council meeting on Thursday, the country had registered legal concerns about the curfews and school closings, but the law was not blocked.
"We cannot afford to delay the fight against the pandemic any further," said Mayor Andreas Bovenschulte (SPD).
The emergency brake works differently in the two-city state.
The schools in the city of Bremen will switch to distance learning next Monday, as the education administration announced.
Bremen is above the limit of 165 new infections per 100,000 inhabitants in seven days, after which schools will be closed.

In Bremerhaven, 60 kilometers away, the value was 143.3.
"The schools remain in alternating classes," said a spokesman for the magistrate.
