Chinanews.com, April 23. The Ministry of Public Security held a press conference today to inform the public security organs of severely cracking down on crimes of infringement of intellectual property rights in accordance with the law.

Li Jiantao, deputy director of the Food and Drug Crime Investigation Bureau of the Ministry of Public Security, said at the meeting that, judging from the investigation and handling of cases by public security organs, at present, crimes of infringement of intellectual property rights mainly have the following outstanding characteristics:

One is a large amount and a wide range.

Crimes of infringing intellectual property rights are prone to occur frequently, and the total amount is still at a high level. It covers more and more fields, mainly including the production and sale of counterfeit and inferior food and medicine, medical protective materials, children's products, auto parts, household appliances, machinery and equipment, agricultural construction Materials, etc., seriously endanger the lives and health of the people and the safety of production and life; crimes such as infringement of trade secrets, counterfeiting of patents, and Internet infringement and piracy have spread, seriously jeopardizing economic and social development and the vitality of innovation and creativity.

  Second, Internet-related crimes are prominent.

With the development of new business formats such as e-commerce, social media, live video, online payment, and express logistics, traditional criminal activities such as counterfeiting and selling, copyright infringement and piracy have shown a trend of shifting to the Internet.

Third, the characteristics of criminal gangs and chains are obvious.

A case often involves many fields and multiple places, forming a black industrial chain, and some even cross-border counterfeit production and sales.

In response to the above situation, the Party Committee of the Ministry of Public Security requires public security organs across the country to insist on systematic planning, multiple measures, and comprehensive implementation of policies to effectively enhance the effectiveness of the crackdown.

The first is to fight proactively. Focusing on the prominent key areas and key parts of infringement and counterfeiting crimes, adhere to the combination of online and offline, human technology, mobilize all resources, make full use of big data, intelligent methods, strengthen clue investigation, intelligence research and judgment, and take the initiative Strike out, fight early and hit small children, effectively curb the trend of frequent occurrence of such crimes.

The second is to fight as a whole, strengthen the linkage of police types and regional cooperation, and adhere to the "full link, all elements, and full chain" attack on cross-regional and series of cases, especially those with serious harm, and the upstream and downstream will fight together. , Investigate the source and end together, trace the source, dig deep along the line, resolutely destroy criminal dens, resolutely investigate and punish organizers, operators, and profiters, and resolutely cut off the chain of illegal interests.

The third is to fight a coordinated war, strengthen cooperation with administrative supervision and administrative law enforcement departments, strengthen the connection of executions, improve the coordination mechanism, and jointly carry out combat and governance. The “February 19” case of pirating and distributing cinema-line movies in Jinhua, Zhejiang just notified is a typical case of close cooperation and coordinated operations between the public security, copyright, and film management departments. At the same time, strengthen law enforcement cooperation with the police of relevant countries and regions, actively participate in joint operations initiated by the International Criminal Police Organization, and effectively crack down on transnational (border) intellectual property infringement crimes.
