However, when the auditor looked into the hiring process, it was investigated that they were already targeted for hiring in July and August 2018, right after Superintendent Jo Hee-yeon succeeded in re-election.



One of them was a candidate who ran for the 2018 election as a primary candidate and then unified with Superintendent Cho, and the other supported Superintendent Cho's campaigns in 2014 and 2018.



Concerned about the controversy over preferential treatment, the assistant superintendent and executives opposed several times, but the Board of Audit and Inspection explained that the superintendent Cho paid for the job alone and forced the recruitment.



The auditor said it was investigated that Superintendent Cho had said he would bear all the political burden.
