Chad: the charter which outlines the transition establishes full powers for Idriss Déby's son

The transitional military council published the final version of its charter on Wednesday evening.

Since the death of President Idriss Déby on Tuesday, a military junta has taken power with Mahamat Idriss Déby, son of the late president, at its head.

With this charter, it defines the terms of the transition that it foresees over a period of 18 months and reveals the three major institutions that will conduct current affairs.

The transitional military council, the national transitional council and the transitional government are the three organs defined by the charter to manage the country.

The military council, made up of fourteen generals and chaired by Mahamat Idriss Déby,

son of the late president

, represents the executive power.

It defines the main orientations of general policy and promulgates laws.

Composed of 93 members " 

from all classes of society

 ", according to the text, the national transitional council, will ensure legislative power.

In particular, it will have the important task of examining the draft new Constitution.

As for the government, it must ensure the implementation of the texts.

An 18-month transition

The charter actually confers quasi-full powers on the president of the military council, who chooses and appoints the members of each of the organs of the transition.

He " 

occupies the functions of President of the Republic, Head of State and Supreme Head of the Armed Forces

 ".

The transition, according to these terms, should last 18 months, after which a new Constitution will have to be adopted.

The National Council reserves the right to extend this period, however, only once.
