Hanover (dpa / lni) - The model projects initiated by the Lower Saxony state government to open up trade and gastronomy, coupled with rapid tests, cannot start for the time being.

The new rules of the federal emergency brake only allowed such projects up to a hard 100 limit for the seven-day incidence, said Health Minister Daniela Behrens (SPD) on Wednesday in the state parliament in Hanover.

Given these framework conditions, the current infection situation hardly allows for model projects.

Currently only 15 municipalities in Lower Saxony are below an incidence of 100 and not a single one below 50 new infections per 100,000 inhabitants within seven days.

"We will now discuss with the municipal umbrella organizations which perspectives are seen for model projects," said Behrens.

"We continue to have a great interest in making model projects possible."

Prime Minister Stephan Weil (SPD) emphasized that the country is now dependent on lowering the incidence values below 100 again.

Twelve municipalities in Lower Saxony, selected after an application process, were originally supposed to start a model project on April 12th.

The government had named a seven-day incidence of less than 100 as a condition, but the corona situation has worsened in many places since then.

In the model tests, shops, theaters and cinemas, galleries, fitness studios or outdoor restaurants in inner cities should be allowed to open.

A current negative corona test was required for the visit.

Strict protective measures and test concepts in the project areas were just as important as the use of digital contact tracking.

Participating municipalities are the cities of Aurich, Braunschweig, Buxtehude, Cuxhaven, Einbeck, Emden, Hann.

Münden, Hildesheim, Lüneburg, Nienburg / Weser, Norden and Oldenburg.

The also selected city of Achim in the Verden district canceled participation.
