artificial intelligence
in Europe: systems deemed high-risk for mass surveillance will be banned, but important exceptions are foreseen for the use of controversial
facial recognition
technology
.
The Commission's new bill, the first on AI, will be presented on 21 April. Among the new arrivals, the
list of high - risk technologies
, which includes all applications considered "dangerous for the integrity of individuals or for fundamental rights" but the hypothesis of a ban tout court - or of a moratorium - for biometric recognition, initially wanted by the vice president Margrethe Vestager but
not accepted
by some Member States. In the draft text, the use of these systems is allowed "for EU governments and public authorities to safeguard public security". These cases include the fight against
terrorism
and the protection of
public security
, subject to authorization that will be given after a rigorous and careful evaluation. There is also a clause - the so-called 'red button' - which gives the possibility to
disable
the technology through human intervention.
The draft provides for a ban on generalized population surveillance systems, as well as technologies that can be used to
manipulate
behavior, opinions or decisions of citizens, and will undergo further checks all applications to evaluate a
social score
, the
solvency
creditworthiness of citizens, to determine the 'access to
education
. In addition, the recruitment and evaluation systems for
asylum and visa
applications
will be banned,
but all
military applications will
remain excluded from the regulation
.
Companies that use artificial intelligence systems and that fail to comply with EU regulations could receive
fines of up to 20 million
euros or
4% of their turnover
, in line with the sanctions provided for by the
Gdpr
, the European regulation for the protection of personal data of 2018.
