The People's Governments of Tianjin, Shanghai, Hainan Province, and Chongqing Municipality, Ministry of Commerce:
Your request for instructions on launching a comprehensive pilot program for expanding the opening up of the service industry has been received.
The reply is as follows:
1. Agreed to launch comprehensive pilot projects for expanding the opening up of the service industry in Tianjin, Shanghai, Hainan Province, and Chongqing City (hereinafter referred to as the four provinces and cities). The pilot period is 3 years from the date of approval.
The four provinces and municipalities agree in principle to the overall plan for the comprehensive pilot expansion of the opening up of the service industry. Please organize and implement it carefully.
2. The pilot program should be guided by Xi Jinping’s Thought on Socialism with Chinese Characteristics for a New Era, fully implement the spirit of the 19th National Congress of the Communist Party of China and the 2nd, 3rd, 4th, and 5th Plenary Sessions of the 19th National Congress of the Communist Party of China, and coordinate the promotion of the “five in one” overall layout. Coordinate and advance the "Four Comprehensives" strategic layout, follow the decisions and deployment of the Party Central Committee and the State Council, base on the new development stage, implement the new development concept, build a new development pattern, take the promotion of high-quality development as the theme, and deepen the supply-side structural reform as the main line , Taking reform and innovation as the fundamental driving force and meeting the people’s growing needs for a better life as the fundamental goal, focusing on the development positioning of the region, further promoting the reform and opening up of the service industry, accelerating the development of modern service industry, and shaping new advantages in international cooperation and competition. Promote the construction of a new higher-level open economic system and make contributions to accelerating the construction of a new development pattern.
3. The people's governments of the four provinces and cities should strengthen the organization and leadership of the comprehensive pilot work of expanding the opening up of the service industry, under the premise of controllable risks, organize meticulously, practice boldly, serve major national strategies, carry out differentiated explorations, and accelerate the development of modern industries. Gain more reproducible and extendable experience in terms of system, building a higher-level open economic system, etc., and play a demonstrative and leading role for the open development and innovative development of the service industry across the country.
4. Relevant departments of the State Council shall actively support the four provinces and cities to carry out comprehensive pilot projects for expanding the opening up of the service industry in accordance with the division of responsibilities.
The Ministry of Commerce should strengthen guidance and coordination with relevant departments, organize effectiveness evaluations, and ensure that various reform and opening-up measures are implemented.
5. If it is necessary to temporarily adjust the implementation of relevant administrative regulations, documents of the State Council, and departmental rules approved by the State Council, it shall be handled in accordance with the prescribed procedures.
The relevant departments of the State Council shall adjust the regulations and normative documents formulated by the department accordingly.
For major issues in the pilot, the people's governments of the four provinces and cities and the Ministry of Commerce shall report to the State Council for instructions.
