Berlin (dpa) - The German teachers' association is calling for the federal government's planned corona emergency brake to be sharpened again and for students to be sent to distance learning earlier than previously planned.

It is progress that the relevant incidence value for school closings has been reduced from 200 to 165, said association president Heinz-Peter Meidinger to the newspapers of the Funke media group.

"But even an incidence of 165 is still far too high."

With the amendment to the Infection Protection Act, the federal and state governments want to lay down uniform regulations in the fight against the third wave of corona.

In a first draft of the federal government, among other things, it was planned that schools would have to switch to distance learning if more than 200 new infections per 100,000 inhabitants were registered within a week.

However, this threshold is now to be lowered.

According to the decision recommendation of the relevant health committee, which is available to the German Press Agency, schools should no longer be allowed to offer face-to-face classes at an incidence of 165.

The incidence is currently significantly higher in many regions.

Graduating classes and special needs schools should be able to be exempted from stopping school attendance.

Meidinger emphasized that he had no understanding of why schools were set to a different, coarser standard than in other areas of society. One should not forget that the nationwide incidence in the age group between 10 and 19 years is already significantly higher. "In order to effectively stop the spread of the virus in schools, face-to-face classes must be ended at an incidence of 100," said Meidinger.

In addition, the new regulation now provides for exit restrictions from 10:00 p.m. to 5:00 a.m. in regions with high corona numbers.

According to the original plan, they should start at 9:00 p.m.

Jogging and walks should be allowed until midnight, but only on your own.

The emergency brake is to be decided by the Bundestag on Wednesday and will come into force quickly after referring to the state chamber.

The rules are intended to apply when the seven-day incidence in a city or county is over 100 for three consecutive days.

The municipalities welcomed the changes. “It is right to put the exit restrictions in place only after 10 p.m. Otherwise, people would all have flocked to the grocery stores at the same time in the evening, ”said the chief executive of the Association of Towns and Municipalities, Gerd Landsberg, of the“ Rheinische Post ”. It is also right to close schools from an incidence value of 165. "If we look at the current values, the law means that most schools in Germany will have to close again next week."

The German Association of Cities sees the emergency brake as an opportunity to regain lost trust among the population. "The mess with different solutions in the countries in the case of the emergency brake has cost trust in the past few weeks," said the Leipzig mayor of the German press agency. “We now temporarily need a common national framework in order to regain this trust. It is a good thing that the nationwide emergency brake should be limited to the end of June. "

Medical President Klaus Reinhardt called for other criteria to be used for activating the emergency brake in addition to the incidence value.

"This includes, for example, the number of daily new admissions of corona intensive care patients as well as the number of intensive care and invasive ventilated patients in the last seven days," he told the Düsseldorf "Rheinische Post".
