We have asked for an interview with the Director General of SiS to ask about the misconduct that Téa and other young people alerted about when they were forcibly cared for in institutions.

Malin Östling, operations director at SiS youth care south, answered our questions.

She is responsible for Björkbacken in Gothenburg, one of the SiS homes that have now been closed and where Téa lived as a 13-year-old.

Malin Östling believes that the authority has acted on alarms about misconduct, despite criticism from within that the concern has not been taken seriously enough.

About the alarmed alarms and closed homes, she says:

“I think you need to work with the problems that arise and make sure to fix the problems.

And then if you have done it and really tried and it does not work, then you have to close them ".

Säter - Téas hemkommun

The municipality of Säter is responsible for Téa's care plan but does not want to answer individual questions about her due to confidentiality.

On the other hand, general answers are given, for example that the municipality believes that a system error is that the municipalities lack placement opportunities when it comes to young people who have a severe psychiatric problem in combination with a social problem.

Child and adolescent psychiatry can refuse interventions or put children and adolescents in line.

In order for the care to be carried out, placement in a locked unit within SiS is therefore often required in order for "alternative placement opportunities to be exhausted", according to the municipality. 

The municipality does not want to give a specific answer about Téa's addiction treatment, but replies that help is offered, for example by placing young people in HVB homes that have competence in the area.

But when the placement is in a SiS home, it is the department that is responsible for the content of the care, according to the municipality.

Säter municipality has doubled its costs since 2015 for placed children.

Téa's most recent placement at the SiS accommodation lasted for over six months, when other girls were locked up on average after just over five weeks.

That placement has cost SEK 3.7 million.

The municipality believes that it is the care needs that govern and states that the municipality always works to ensure that the care period within SiS "is as short as possible".

Shortly after SVT's visit, Tea was moved to an open form of care at an HVB home.

The municipality believes that the lock between many different locations "is always a failure".

In Téa's case, there are a total of 16 placements in family homes, HVB and SiS homes.

"How successful the care will be also depends on the youth's own attitude and willingness to change."

According to the municipalities, they often have no choice but to place outspoken young people at SiS, at the same time as SiS managers believe that some young people should not be there, but actually be admitted to psychiatric care.

Here, Hallengren believes that the regions, which are responsible for that care, must ensure that there are sufficient resources for both voluntary care and compulsory care. 

The Minister also says that the municipalities must ensure the quality of the initiatives that are offered and that young people should not be placed on "SiS just because that is where there are places". 

The Minister states that SiS has a difficult task because they cannot say no to a municipality that assesses that a child needs coercive measures.

This means that young people with a complex problem, including mental illness and neuropsychiatric disabilities, are placed on SiS despite the fact that they should not always be there.

"I see that we are starting to move forward with SiS, but that there is still some way to go.

We can not be satisfied until everyone who is placed at SiS receives the care they need. ”
