Call for "a great national debate on drug use"

Emmanuel Macron calls in

Le Figaro

 to "launch a major national debate on drug consumption". "France has become a country of consumption and therefore, we must break this taboo, launch a major national debate on drug consumption and its deleterious effects," said the Head of State. In addition to the risks to their health, Emmanuel Macron considers that "those who take drugs (...) also feed the greatest traffic".

Therefore, he wants "to leave no respite to drug traffickers" in order to "reduce delinquency".

"Drugs innervate certain separatist networks but also everyday delinquency, including in small towns so far spared. Leaving no respite to drug traffickers is to reduce delinquency everywhere", underlines the president.

He says the government is therefore moving "into high gear" with the objective of "harassing traffickers and dealers".

"Of the 4,000 deal points listed recently, more than 1,000 punch operations have been carried out in recent weeks. And every day, we close a deal point. Go see in the neighborhoods how it changes life," adds he does on this point.

Changing the law so that taking narcotics does not remove criminal liability

On Wednesday, the Court of Cassation confirmed the criminal irresponsibility of the murderer - a heavy user of cannabis since adolescence - of Sarah Halimi, a Jewish sexagenarian killed in 2017 in Paris.

In the interview, Emmanuel Macron said he wanted a change in the law so that taking narcotics does not remove this criminal responsibility.

"Deciding to take narcotics and then become 'like crazy' should not in my eyes remove your criminal responsibility. On this subject, I would like the Minister of Justice to present a change in the law as soon as possible," he explains. he.

"It is not for me to comment on a court decision, but I would like to tell the family, relatives of the victim and all our fellow citizens of the Jewish faith who were awaiting this trial, my warm support and the determination of the Republic to protect them, "adds Emmanuel Macron.

"No systemic racism from the police"

The head of state returned to "police violence", an expression he used in December to immediately contradict it.

This time, he wanted to be extremely clear.

"There is no systemic police violence, it is wrong; there is no systemic police racism, it is wrong, any more than there is in the gendarmerie or within the State ", he considers, while repeating that facial control is a reality.

Emmanuel Macron also expresses his support for the police officers attacked, in particular those of Viry-Châtillon burned by a group of attackers in 2016. "The acts committed are despicable and of rare cruelty," he said.

"I will never accept that we attack those whose job it is to protect us."

Police uniforms will be changed, 10,000 police officers and gendarmes in addition by 2022

Emmanuel Macron promises in the interview to meet his goal of 10,000 additional police and gendarmes by the end of the five-year term.

Thus "each police district will have more police officers at the end of the five-year term than at the beginning, without exception", he affirms.

"Each French will see more blue on the ground in 2022 than in 2017. It reassures people, it deters delinquents," said the head of state.

He also announced the modernization of the police uniform and the replacement of the cap by a cap.

Another announcement: the creation in Montpellier of a "war school with continuing education" for police officers.

In this police academy, the police officers will carry out training courses of three to six months throughout their course.

Emmanuel Macron also confirms, as provided for by the "global security" law, the creation of a reserve of 30,000 men in the police.

Finally, the president announces the renewal of 50% of the police fleet. 

The desire for reconciliation between French and Algerians underlined despite "resistance"

The President of the Republic considers that the will to reconcile memories between French and Algerians is "very widely shared, in particular by President (Algerian Abdelmadjid) Tebboune" despite "some resistance" in Algeria. He thus qualifies as "unacceptable" the declaration of the Algerian Minister of Labor, Hachemi Djaaboub, who affirmed that France was "the traditional and eternal enemy" of the Algerians. The traditionally difficult relations between France and Algeria are experiencing a new cold snap after the postponement indefinitely of a trip by French Prime Minister Jean Castex to Algiers, scheduled for last Sunday.

"Make no mistake, behind the Franco-Algerian subject there is first of all a Franco-French subject," says Emmanuel Macron.

"Basically, we have not reconciled the fractured memories nor built a homogeneous national discourse (...) The fractured memory is that of the Pieds-Noirs, that of the harkis, that of the conscripts of the contingent, that of the military French, that of Algerians who then came to France, that of the children of this migration, that of binationals ... "

"I am neither in repentance nor in denial. I believe in a policy of recognition that makes our nation stronger," he concludes.
