The Kulakov family from Krasnogorsk is preparing an appeal to the State Duma with a request to license the activities of nannies.

The reason for this was the incident with their two-month-old daughter. 

29-year-old Sergey Kulakov is an illusionist, his 23-year-old wife Alyona is an acrobatics coach.

At the end of March, according to Sergei, he and his wife had to take part in a public event. 

“There was no one to leave the baby with.

Grandmothers live far from Moscow and cannot come.

Therefore, we decided to find a nanny for our daughter, '' says RT Kulakov.

“First they turned to the agency, but my wife decided to consult with mothers in social networks who had already used the services of nannies.”

Babysitter with experience

According to the father, the choice was made in favor of Ekaterina Matatova, a nanny with 14 years of experience, who has two children's centers and two children of her own.

But Sergey did not trust only the recommendations.

Before the arrival of the nanny, he installed a remote-access camera in the children's room in order to monitor what was happening in the apartment from the phone.

According to him, 10-15 minutes after leaving the house, he decided to check how the woman coped with her duties, and heard that the child was crying against the background of a loudly working TV, although Ekaterina said that they were forbidden to watch TV.

When the camera was turned on again after 20 minutes, the child calmed down.

During the working event, the Internet did not work well: the video was not loaded, only one could hear that the child was crying.

The baby's mother even called the nanny and asked if she needed to return, but the woman said that she would handle everything herself.

“When we got home, everything was quiet: the nanny and the baby were asleep.

Hearing that we were back, Ekaterina jumped up, began to pack, asked where the nearest stop was, and left.

We found it strange that she did not take money for her work and time.

They even suspected something was wrong and checked whether the valuables were in place.

Everything was in order, "Sergei tells RT.

However, in the morning, according to the father, they saw bruises on the girl's body and called an ambulance. 

“While waiting for the doctors, I started watching the video.

The baby cried, the nanny tried to feed her with a mixture from a bottle and she choked.

It was evident that the nanny was angry, put her daughter in the crib and corresponded with someone on the phone and listened to some kind of fortune-telling.

Scrolling further, I saw that the nanny was shaking the child and was not holding her head, which was walking up and down.

And then she casually threw it into the crib and continued to sit on the phone.

The child was shocked from the blow and lay in the crib for 1.5 hours in silence, ”says the baby's father to RT.

Need to be hospitalized

The arrived doctors sent the girl to the hospital, where she was examined by a traumatologist and a surgeon.

According to the doctors' conclusion (the certificate is at the disposal of RT), the infant had a concussion of the brain, a contusion of the soft tissues of the head, abrasions in the area of ​​the right forearm, left shoulder, and area of ​​the chest on the right.

The girl was hospitalized with her mother in the emergency department of traumatology and orthopedics, and Sergei went to write a statement to the investigator.

On the fact of the incident, a criminal case was initiated under Art.

238 of the Criminal Code of the Russian Federation "Provision of services that do not meet safety requirements." 

According to Kulakov, the injuries that were recorded in the girl were attributed to harm of moderate severity.

However, now the case materials have been sent for additional examination.

“The wife wrote to the nanny, but she only replied,“ Sorry if I did something wrong. ”

I was amazed that the nanny with her experience did not call an ambulance right away.

What if the situation could end worse?

The wife's father died of a hemorrhage after a concussion.

I also decided to write to the nanny so that she would explain humanly what had happened.

Maybe this information will help with treatment, but she ignored me, "Kulakov told RT.

Now the child, according to the parents, is at home for outpatient treatment.

The Kulakovs talked about their situation on social networks and suddenly became victims of bullying.

Incomprehensible people began to threaten them.

We have evidence that Katya was hypnotized.

Everything will come back to you like a boomerang on the back of your head, if I see you on the street, I will kill you with my own hands.

The whole country already knows you, and so does where you live! ”- this is one of the many comments.

It was not possible to talk to RT with Ekaterina Matatova - she was not available for comment.

"The most pressing problem"

After the incident, Kulakov created a petition on the change.org website proposing to license the activities of nannies. 

“In my opinion, in terms of nannies, our legislation is suffering.

The law stipulates that all types of activities that can harm human health and life are subject to licensing.

It is scary to realize that people can become nannies who subsequently cut off the heads of children, ”Kulakov said.

He does not rule out that licensing can raise the cost of the service.

“But I don’t think that parents will save on the fact that a reliable person will be with their children,” says Sergey. 

At the time of publication of the material, the petition was signed by more than 6.6 thousand people.

Oksana Pushkina, deputy chairman of the State Duma Committee on Family, Women and Children, considers the issue of licensing the activities of nannies very urgent.

“Today the number of single mothers is 30%.

These women are forced to work, but, unfortunately, nurseries are not provided everywhere.

We need to help mothers, including single mothers, to take advantage of the opportunity to leave their child in the safe environment of a respectable professional.

This is the most pressing problem for women who want to earn money and provide for themselves and their children, ”says RT Pushkina.

According to Pushkina, she applied to the Ministry of Labor and Social Protection of the Russian Federation with a request to amend the professional standard "Nanny", approved by order of the Ministry of Labor of Russia No. 769n dated December 5, 2018, regarding the regular and mandatory certification of nannies.

The ministry replied that, according to the current legislation, an independent assessment of the classification is voluntary for citizens and employers and does not entail any mandatory consequences or requirements, including when hiring and firing.

However, according to Pushkina, she will continue to work on this issue. 

Have already tried to license

In turn, one of the agencies for hiring nannies on condition of anonymity told RT that they have been trying to license this activity for the past 10 years.

“This is a shadow market and it is very difficult to turn it into a white and licensed one.

This will have a tremendous impact on the economic side of the issue and most parents will not be able to afford such a specialist.

Therefore, all market participants are interested in keeping it in the form in which it currently exists, "the interlocutor explained to RT.

According to her, partial licensing is still necessary, but parental control at the stages of hiring an employee is also important.

“There is no culture of hiring domestic staff and absolutely most parents have no experience: where to look, what questions to ask, how to evaluate.

People don't trust this question to experts, so it turns out like this.

At the initial stage - a basic examination by psychologists, a polygraph examiner and analyzes.

If a person is mentally safe, then the likelihood that he will drop a tiny child is minimal.

14 years of experience is not at all a guarantee that the nanny is good.

She could burn out so much that, in principle, she should not be allowed to the children, ”the expert concluded.
