The document presupposes amendments to the Federal Law “On Responsible Treatment of Animals and on Amendments to Certain Legislative Acts of the Russian Federation”.

“In practice, a situation has developed in which citizens who have small breed dogs with them do not part with them when visiting not only cafes, restaurants and other catering establishments, but also grocery stores, supermarkets and hypermarkets.

Often, citizens place such dogs in baskets and carts used to carry food from counters to cash registers, while the carts and baskets are often contaminated with animal waste products, their wool, fur and other things, ”the explanatory note says.

It is noted that in this regard, both conflict situations and misunderstandings on the part of conscientious dog owners periodically arise in connection with the question of whether it is possible to visit catering establishments accompanied by a companion animal.

At the end of March, the legislative assembly of the Chelyabinsk region submitted to the State Duma a bill on the compulsory registration of pets.

The document was published in the electronic database of the lower house of parliament.

The authors of the initiative propose to amend the law on the responsible treatment of animals, establishing the rules for their maintenance and the requirement for registration.

Chairman of the regional public organization "Alliance of Animal Defenders" Yuri Koretskikh commented on the draft law on compulsory registration of pets.

In an interview with PolitExpert, he supported the initiative, but at the same time noted that the database should be at the federal level.

Koretskikh believes that a centralized approach is needed.
