After the cancellation of the

federal-state consultations

planned for Monday

on the measures to contain the corona pandemic, the amendment to the

Infection

Protection Act is also being

debated.

Government spokeswoman Ulrike Demmer announced at a press conference that the federal and state governments had agreed on uniform nationwide regulations in the fight against the corona pandemic.

They wanted to create a regulation for the procedure in the event of a seven-day incidence of more than 100 new infections per 100,000 inhabitants, said Demmer.

According to WELT information, the change provides that

night-time

exit

restrictions are prescribed for the respective federal state

from an

incidence of 100

.

The schools are therefore on a seven-day incidence of

200

in

distance learning

change.

This agreement announced by Demmer did not last long: contradictions came from various federal states.

The federal states would need the urgent proceedings planned to tighten the Infection Protection Act.

"To believe that you can enforce this against the federal states makes no sense." Thuringia's head of government reiterated his position that there must be nationwide regulations for fighting pandemics.

"Since February the Chancellery owes us a uniform step-by-step plan for Germany."

Ramelow reacted indignantly to the cancellation of the federal-state conference.

“This destroys the public image of the Prime Minister's Conference.

This is not how you can deal with this decision-making body, ”he told the German Press Agency in Erfurt on Friday.

"That just stunned me."

He only heard from the media about the decision to cancel the next round of Chancellor Angela Merkel (CDU) with the Prime Minister, which was agreed before Easter, said the only Prime Minister on the left.

"If we become the staffage for a drama that apparently takes place within the Union, that is a disservice to fighting the pandemic."

He suspects that there is no longer a common line in the Union-led camp.

Since the failure of the Easter rest period, the Chancellery was “busy creating unrest” in his view.

Haseloff: The federal government should use “already existing opportunities”

Sharp criticism also came from the CDU.

Saxony-Anhalt's

Prime Minister Rainer Haseloff told the “Volksstimme”: “Every single federal state has laid down and implemented regulations for an emergency brake.” The federal government should exhaust its “existing possibilities”.

This should also ensure the supply of vaccines: "Here, too, there is still room for improvement," said Haseloff.

There was cautious approval from

Rhineland-Palatinate

.

Prime Minister Malu Dreyer (SPD) described the cancellation of the round planned for Monday as "logical".

"Because I don't believe in going to a badly prepared or not at all prepared meeting again," said Dreyer of the German Press Agency in Mainz.

However, Dreyer has not yet heard of an agreement: "I now expect the Chancellery to present a proposal so that we can discuss it as soon as possible."

Hamburg's

Governing Mayor Peter Tschentscher (SPD) said in an interview with WELT that, in his view, even after the cancellation of the meeting, “there is still a need for action”.

“We have to make the right decisions now.

That means not to adjourn anything, and above all not to sweep any problems under the rug, ”he had said earlier during a visit to a care facility.

"I am always ready to take part in a prime ministerial conference."

However, there was praise from

the

Prime Minister

of

Baden-Württemberg

, Winfried Kretschmann (Greens).

Kretschmann said on Friday in Stuttgart: "We have already signaled several times that we consider a framework that provides for more uniformity, traceability and legal certainty across national borders as sensible and necessary." An emergency brake from an incidence of 100 must be anchored in the Federal Infection Protection Act.

Kretschmann said: “But to be clear: The federal states already have all the instruments in hand to effectively implement the emergency brake.

That's how we do it in Baden-Württemberg. ”The fact that some hesitated here is incomprehensible in view of the pandemic situation.

Decision next week?

According to government spokeswoman Demmer, the amendment to the Infection Protection Act should be decided by the federal cabinet in the coming week.

Its meeting will be brought forward from Wednesday to Tuesday.

Vice Chancellor Olaf Scholz (SPD) said on Friday in Berlin that the federal and state governments are striving for uniform regulations on corona curfews and school closings via the new Infection Protection Act.

The envisaged nationwide regulation on the Corona emergency brake should bring more "clarity and transparency" for the citizens, said Scholz.

In the event that the seven-day incidence in a region exceeds 100 new infections per 100,000 inhabitants, the federal and state governments had already agreed rules at the beginning of March: All relaxation of the corona measures would therefore have to be completely withdrawn.

However, in the past few weeks it has been shown many times that this so-called emergency brake is not used.

Merkel had also criticized this.

The rules are now apparently to be made binding in the Infection Protection Act.

"To be implemented as soon as possible"

The federal and state governments are now concerned with implementing the envisaged new regulation "as quickly as possible," said government spokeswoman Demmer.

The procedure was coordinated with the coalition factions in the Bundestag.

With the other parliamentary groups in the Bundestag, the federal government will “seek dialogue” on the planned procedure.

Demmer emphasized the great agreement between the federal and state governments.

They “worked very closely together here,” she said.

"Everyone involved is on board."
