The Izvestia newspaper informs about this with reference to the minutes of the meeting with the chairman of the Russian State Council commission in the direction of "Energy", the governor of the Kemerovo region, Sergei Tsivilev, dated February 19.

It is noted that, among other things, we are talking about subsidizing electricity tariffs. 

A similar measure, as the newspaper writes, can be taken when switching to economically feasible electricity tariffs for the population in order to reduce the amount of cross-subsidization (when reduced tariffs for the population are subsidized by businesses). 

The document says that “in the current conditions, it is extremely important to consider the issue of switching to an economically justified tariff for the population with the development of measures for targeted support of socially unprotected segments of the population: increasing the tariff for high-income citizens and subsidizing the tariff for low-income citizens, introducing faster rates growth of tariffs for the population ”.

The Ministry of Construction noted that the transition to economically justified tariffs should be synchronized with an increase in targeted social support measures, that is, the issuance of subsidies to citizens who need it.

Earlier, the head of the Accounts Chamber Alexei Kudrin, speaking with a report in the State Duma, said that "the government is considering another criterion for the level of poverty."

Also, during a meeting of the Federation Council Committee on Budget and Financial Markets, Kudrin reported on the department's proposal to calculate social benefits based on the total family income, and to pay them not only to families with children.
