As reported by RIA Novosti, this follows from the ruling of the court section No. 31 of the Skopinsky District Court of the Ryazan Region.

"In the period from 14:00 to 16:00 ... took part in a mass event - in the filming of a video ... with full-time participation," - stated in the decision on the case.

It is noted that by his actions he committed an administrative offense under Part 1 of Art.

19.24 of the Administrative Code of the Russian Federation.

The defendant, as indicated in the document, did not fully admit his guilt.

He confirmed the shooting, but, according to him, he believed that this event was not a cultural event.

The court called this justification untenable.

Earlier it was reported that the Skopinsky maniac was fined 1,200 rubles, but it was not specified what exactly the fine was imposed on.

In September 2000, Viktor Mokhov, together with his accomplice Elena Badukina, kidnapped two girls when they were returning from a disco.

For the next three years and seven months, the maniac kept them in an underground bunker and periodically raped them.
