Berlin (dpa) - Anyone who has full corona vaccination protection should in future be able to largely do without corona tests in everyday life and when traveling.

According to a recommendation from the Federal Ministry of Health available to the German Press Agency, people with complete vaccination protection could be treated like people who had a negative test result on a daily basis.

The ministry presented the recommendations to the health ministers of the federal states on Wednesday.

The topic should be on the agenda at the Prime Minister's Conference next week, it said.

Currently, only 5.6 percent of people in Germany are fully vaccinated.

According to information from Wednesday, 13 percent have at least one first vaccination.

15.4 million vaccine doses have been administered so far.

A total of 70 million cans are to be delivered in Germany in the second quarter.

According to the recommendations, when traveling by air from abroad, as an alternative to the currently required negative test result, it should also be possible to provide evidence that the second vaccination dose with a vaccine approved in the EU has been given at least 14 days beforehand.

Even when traveling from high-risk or high-incidence areas, according to the recommendation, the obligation to test should be omitted for persons who have been vaccinated accordingly.

When entering from virus variant areas, however, the mandatory test should remain, as the vaccination protection is lower for some variants.

State regulations for opening up individual areas of public life in regions with low incidences should provide evidence of a second vaccination as an alternative to the required daily negative test, the recommendations continue.

Those who have full vaccination protection should also be exempt from quarantine measures as long as they have no symptoms of the disease.

The Robert Koch Institute will adjust its quarantine recommendations by the end of the week.

According to the submission, there should be no exceptions to the quarantine requirement for vaccinated patients in clinics and not for residents of care facilities, “in order to minimize the residual risk of infections being passed on in these sensitive areas”.

In both cases - tested negative or fully vaccinated - a “significantly reduced risk of infection” can be assumed.

"The vaccination or the daily test provide additional, but not one hundred percent, security," the federal government recommends to the federal states.

Vaccinated and negative tested people would therefore have to keep their distance, observe hygiene and wear masks.

A spokeswoman for Health Minister Jens Spahn (CDU) emphasized "that it is not about privileges or privileges, but about the fact that completely vaccinated people are treated like those who tested negative".

Justice Minister Christine Lambrecht (SPD) is also in favor of relief for those who have been vaccinated if it is unproblematic in terms of protection against infection, as a spokesman affirmed.

Lambrecht had told the "Bild" newspaper: "If it is now scientifically proven that vaccinated persons do not pose a higher risk to others than those who tested negative, an important reason for restricting their basic rights is no longer applicable."

A vaccination effect on the overall infection rate is not yet in sight, as the Frankfurt virologist Sandra Ciesek said on Tuesday in the NDR podcast on the corona virus.

It is also important that after the first vaccination there is initially a "dangerous phase", as antibodies first have to develop, as Ciesek said of carelessness among those who believed they were protected immediately after the vaccination.
