The corresponding document was published by the Kremlin press service.

"To accept the resignation of the head of the Republic of Tuva Kara-ool Sholban Valerievich at his own request," the message says.

Kara-ool has been in charge of the region since 2007.

During this period, he was repeatedly awarded state awards.

He was awarded the Order of the Russian Orthodox Church "Glory and Honor" II degree, the medal of the Order of Merit to the Fatherland II degree, the Order of Friendship and the Medal of the Ministry of Defense "For his contribution to strengthening the defense of the Russian Federation."

By the same decree, Vladislav Khovalyg was appointed temporary acting head of Tuva.

“To appoint Khovalyg Vladislav Tovarishtayovich as the interim head of the Republic of Tyva until the person elected as the head of the Republic of Tyva takes office,” the document emphasizes.

The head of state noted that the entire worker of Khovalyg is connected with his native republic, and also asked about the solution of what problems of the region the interim of Tuva would be concerned with first of all.

“The main direction, Vladimir Vladimirovich, now is a clear implementation of the recently adopted individual plan for the socio-economic development of the Tyva Republic.

It will be necessary to study the experience of developing the economy of Tuva at various stages.

He pointed out that residents of the republic are faced with a "large energy shortage" and high electricity tariffs.

The acting head of Tuva also asked to reduce the cost of coal, especially sold to the population and the public sector, while emphasizing that the exploration reserves of raw materials amount to about 20 billion tons. 

In addition, Khovalyg spoke about the environmental problems of Kyzyl, naming the actions necessary to improve the air atmosphere.

Tuva is an agrarian republic, but there is no work in rural and municipal areas, which is why there is a large outflow of the rural population, he noted.

“If you show confidence, I will need a week and a half to get into the situation, to get acquainted closely and in the near future more specifically, to accurately report on the situation,” he added.

In response, the Russian leader noted the experience of Khovalyg, expressing confidence that he will cope with the new volume of work, and also promised to provide him with support: “But, of course, we must get in the know now, immediately.”

Vladislav Khovalyg was born on December 24, 1967.

In the early 1990s, he worked as a legal specialist for the State Property Committee of Tuva.

Since 1994, he held the post of head of the territorial body of the Federal Service for Financial Recovery and Bankruptcy in Tuva.

In 2004, he was appointed head of the public procurement department of the regional Ministry of Finance.

In the period 2007-2008, he served as the Minister of Land and Property Relations of Tuva.

Since 2008, for 10 years, he served as the mayor of the capital of the Republic of Tyva - Kyzyl.

After leaving this post, in November 2018, he headed JSC Tyvaenergosbyt.

Khovalyg was also awarded various state awards, including a letter of thanks from the President of the Russian Federation, certificates of honor of the head of Tuva, a badge of the Ministry of Emergency Situations “For Merit” and a medal “For Contribution to the Development of the City of Kyzyl”.

According to a member of the Central Election Commission of Russia Yevgeny Shevchenko, early elections for the head of the Republic of Tyva will be held on a single voting day.
