Ekaterina Martynova, who became one of the victims of the Skopinsky maniac Viktor Mokhov, received state protection.

As the girl herself told RT, protection was provided to her and her family, but she cannot divulge details.

Ekaterina added that she does not know whether similar protective measures will be provided to the second victim of the criminal, Elena Samokhina.

“I feel calm, I know that I can leave the house and no longer be afraid that this person may lie in wait for me and do something to me.

I am very glad and I was sure that they would provide me with state protection, because this person should not have been released.

But since it happened, now it turns out that I need to be protected from him, ”Martynova said.

Prison and release

Recall, on September 30, 2000, a resident of Ryazan, 14-year-old Ekaterina Martynova and 17-year-old Elena Samokhina, were returning home from a disco.

The friends offered to give a ride to the 50-year-old Viktor Mokhov with his accomplice Elena Badukina.

He offered the girls a drink: as it turned out, sleeping pills were mixed into the alcohol.

Mokhov took the disconnected friends to the neighboring town of Skopin and locked them in a bunker under a garage specially built at a summer cottage for this purpose.

The captives spent three years and seven months underground.

Elena Samokhina became pregnant three times from Mokhov, and Ekaterina gave birth right in the bunker - according to the textbook of obstetrics and gynecology.

The girls were saved by chance: they handed a note to the new tenant Mokhov, in which they described the situation and asked to contact the police.

On August 30, 2005, the offender was sentenced to 17 years of strict regime for kidnapping two or more persons and knowingly raping a minor.

On March 3, 2021, Viktor Mokhov was released.

At the same time, the man did not immediately return to his native Skopin, but left for Moscow, thereby violating the restrictions imposed by the court.

For this, on April 5, the court sentenced him to a fine of 1,200 rubles.

Mokhov's release from prison was widely covered in the media.

In particular, the Skopinsky maniac gave a long interview to Ksenia Sobchak, in which, in particular, he said that he “needs to take care of” Elena Samokhina, who stopped giving birth after being in the bunker.

The chairman of the Investigative Committee of the Russian Federation, Alexander Bastrykin, instructed to conduct a procedural check after Mokhov's statements.

The head of the Investigative Directorate of the Investigative Committee of the Russian Federation for the Ryazan Region, Vladimir Nikeshkin, also sent an order to the Regional Department of the Ministry of Internal Affairs on special control over Mokhov and enhanced administrative supervision.

In addition, after the release of Sobchak's interview, State Duma deputies began developing a bill, according to which criminals will be required to transfer funds earned for interviews or publishing books to their victims.

The second victim, Ekaterina Martynova, was also not left alone by the Skopinsky maniac.

During the time that he was behind bars, the offender twice tried to contact the girl.

“After I published my first book in 2017, he wrote me a letter.

He ran into me: they say, everything I wrote is not true, and when he comes out, he will tell everyone how it really was.

I tore that letter and threw it away, ”Martynova said in an interview with RT.

The second time he wrote to Ekaterina on the VKontakte social network under a false name, offering his "services" if the girl suddenly needs to find out something about her tormentor.

For the third time, Mokhov tried to reach his victim after his release and the release of the interview.

He sent Martynova an application to be added to friends on VKontakte.

“After he sent the application, as I understood, he was restrained, and he probably thought that it was better for him to stop, otherwise he would go to jail again.

It seems to me that when the hype subsides, he will again do some actions in my direction, I am more than sure.

But I will be calmer, because there is state protection, ”said Yekaterina Martynova.

Earlier, the girl, who is now involved in the Invincible Foundation and is preparing to shoot a social film about victims of violence, turned to the Investigative Committee.

She asked to initiate a criminal case against Mokhov, limit his public statements and activity on social networks, and also grant her state protection.

According to the lawyer of the Moscow Bar Association, retired colonel of the Ministry of Internal Affairs Yevgeny Chernousov, there are several ways of state protection.

“First, preventive measures are included, that is, the person who threatens is called.

However, there is a peculiarity here: the threat must be real, first of all, we are talking about the threat of murder or causing grievous bodily harm.

And there must be evidence of this threat, "he explained to RT.

In the second type of state protection, the measures are aimed at the victim, Chernousov continues: “The place of residence of the person is determined, the address is kept secret from others.

An apartment is selected and the victim lives there as long as she needs: a month, two, six months, a year.

In cases where, for example, a gangster group is involved, where the possibility of grave consequences is more real, the victim can be hidden in another settlement, change the name and surname, even a change in appearance is envisaged. "

In addition, state protection measures provide for protection, for example, by the forces of district or operational officers.

“The victim is even paid funds every month, as far as I know, this is about 9 thousand rubles,” the lawyer explained.

According to Chernousov, people like Viktor Mokhov, after release, must undergo a psychiatric examination for danger to society: “If the commission gives a guarantee that he is not dangerous at large, this is one thing.

If a person has mental disabilities and he is dangerous for others, or he can harm himself, then he is placed in a closed type psychiatric ward and sits there, a commission passes every six months. "

The lawyer also proposed introducing life-long mandatory wearing of an electronic bracelet for such criminals.
