The Andalusian Government of the PP and Citizens is claiming the return of

198 million euros

in subsidies for training courses that were not used for the intended purposes, as reported to EL MUNDO by the Ministry of Employment, Training and Autonomous Work, led by

Rocío Blanco

(Cs).

This millionaire claim stems from the monumental lack of control and purse of alleged fraud discovered in the stage of the previous PSOE governments in Andalusia, which in a decade distributed almost

3,000 million euros

in subsidies for courses.

The scandal led to several judicial investigations, which are ongoing in the courts, although some of them have been shelved.

And it also caused the Board to begin a process of reviewing the files of the grants, to determine if they had been used for the purposes set out in the subsidized courses.

A little less than a year ago, the Andalusian Government, chaired by Juanma Moreno, was demanding the return of 64,350,601.79 euros, as this newspaper reported last June.

But the claim

has multiplied by three

in recent months, and the Board is already requesting 198 million euros, after reviewing the files that were pending.

Among the open reimbursement files that total 198 million, there are several to the Andalusian federation of UGT, which faces claims from the Board that total about

40 million euros

, according to sources consulted in the Employment Department.

Another important number of complaints is directed towards the business network of Ángel Ojeda, the former board member who years later became a training entrepreneur.

Ojeda's network of companies and foundations raised

more than 50 million euros

in grants for courses.

Among these grants are the 33.3 million euros to train former workers of the multinational Delphi, a matter that is being investigated by the Court of Instruction 6 of Seville, in some proceedings in which the former counselor appears as the main investigated -before accused -.

Two other former councilors of Employment of the Board,

Manuel Recio and Antonio Fernández,

are also being investigated

.

According to the Employment information, the total sum of files resolved with the result of total or partial reinstatement since 2019 amounts to 245 reinstatement files.

The 198 million that the Board claims, through total or partial refunds, including loss of right to collection, correspond to the training calls for the years 2009, 2010 and 2011 and 2016.

Currently, less than 25 files remain to be resolved in the central employment services, while in the territorial delegations the workload on this matter is "residual".

Lawsuits in the TSJA

An important part of these reimbursement files is now in the Superior Court of Justice of Andalusia (TSJA), as those affected refuse to return the money demanded by the Board and have exercised their right to go to court, filing appeals administrative litigation against reinstatement resolutions for different reasons.

In this situation is the union UGT-A, which has appealed the reinstatement files opened by the Employment Department.

Also the former counselor Ojeda is suing against the Board in the TSJA and already has at least a dozen favorable rulings, which oblige the Andalusian Administration to pay him the pending and already justified subsidies.

Another part of the aid beneficiaries who have not gone to court and who had to return public funds, the Board has been allowed to

postpone or divide payments

, through resolutions issued by the territorial delegations or the General Directorate of Training Professional for Employment.

The Treasury has also granted these postponements.

Since the arrival of the current team to the Ministry, an attempt has been made to "refine and classify" the situation of the course records to reduce the aid pending justification.

As of February 2021,

more than 42 million

euros of "pending tows" have been released.

Despite the fact that the review of aid for courses from previous years is practically completed, the Ministry of Employment continues to carry out actions of "classification, filtering, processing and periodic monitoring" of these files to avoid possible prescriptions.

This process must end no later

than December 31, 2021

.

On February 10, 2020, the Ministry of Finance, Industry and Energy issued a decree law to promote the process of justification, verification and reimbursement of pending subsidies to justify.

The objective is to reduce the amounts without justification and

to speed up

the verification of the aid files.
