“We are working very actively with the regions, Putin has repeatedly said that when a region increases its debt burden through expensive private loans from commercial banks, then in fact the region falls into the trap of this debt dependence,” Peskov said.

He added that "instead of engaging in development projects, the region has to spend most of the available funds to plug holes in these loans, to service these loans."

Peskov noted that the Russian president criticized "the situation when, given the possibility of obtaining cheap borrowings through the state, instead, some regions increase the debt burden through commercial banks."

Earlier, Putin announced the consolidation of trends towards the recovery of the Russian economy, but noted that the income base of some regions is still unstable.
