The day after Emmanuel Macron's announcements to try to curb the third wave of Covid-19, Prime Minister Jean Castex clarified its outlines in front of the National Assembly on Thursday.

In particular, he announced a ban on alcohol consumption on public roads and aid for the poorest families whose children will no longer be able to go to the canteen.

Jean Castex clarified Thursday morning before the National Assembly of the new restrictions communicated the day before by Emmanuel Macron to try to curb the third wave of Covid-19.

Started at 9 am in a stormy atmosphere, the Prime Minister's statement "on the evolution of the health situation and the measures necessary to respond to it" must be followed by a debate and a vote in the two chambers of parliament.

These new measures are "necessary to allow us to take a step forward, hopefully a last step, in the perspective of the massive deployment of vaccination and a return to a normal life", argued the head of government.

Alcohol consumption prohibited everywhere on the territory

Condemning "without reserve" those who do not respect "the sanitary rules", targeting in particular the participants in recent "festive gatherings", Jean Castex first indicated that the consumption of alcohol on the public highway would be prohibited in the coming weeks .

"By prefectural decree, and in conjunction with the mayors, access to certain sites suitable for outdoor gatherings, such as quays, banks, squares, may be prohibited depending on local circumstances," added the head of government. 

Aid to replace the canteen in the poorest families 

The government, which has decided to close schools for three to four weeks to curb the pandemic, will help "poor families whose children will no longer go to the canteen or will no longer be able to benefit from free breakfasts", also promised the Prime Minister.

"The terms of this support will be specified in the coming days," said Jean Castex. 

Authorized trips to accompany a child "to a loved one"

Another measure concerning the parents of pupils soon to be deprived of school: the compelling reasons allowing travel outside his department will include "those linked to a family reason, such as for example accompanying or fetching a child from a parent, a grandparent or a relative, "said the Prime Minister.

Higher education competitions maintained, some exams postponed

Jean Castex also made announcements concerning the students.

First, the higher education competitions planned for the next four weeks "will be maintained" and their organizational conditions "adapted", he said.

Examinations that cannot be done at a distance will, on the other hand, be "postponed as much as possible" to "the month of May," said the Prime Minister. 

A debate in Parliament on the holding of regional meetings in June

Regarding the regional elections, already postponed for the first time and that almost all political parties are calling for to maintain in June, the head of government announced the forthcoming organization of a debate in Parliament.

After "a consultation of the political parties represented in Parliament (...) and associations of local elected representatives", the government will render a decision next week.

And, in the wake, "a debate based on article 50-1 of the Constitution will be organized", indicated the Prime Minister.
