Chinanews, April 1 Issued by the Ministry and the National Language Working Committee, as the language specification of the National Language Commission, it will be officially implemented on July 1, 2021.

  The news pointed out that in recent years, the role of Chinese in international communication has become increasingly prominent, and the demand for Chinese learning has continued to expand. International Chinese education urgently needs a set of scientific norms, inclusive, open, and easy-to-implement norms to guide Chinese learning, teaching, and testing. And evaluate all links to promote the improvement of the quality and effectiveness of education and teaching.

  According to reports, the "Standard" is the first standard for foreign Chinese learners by the National Language Commission to comprehensively describe and evaluate learners' Chinese language skills and proficiency.

The issuance and implementation of the "Standard" is an important sign of the further improvement of the language standardization system, and will provide strong support for the development of international Chinese education.

  The "Standard" was developed by the Chinese-foreign Language Cooperation and Exchange Center of the Ministry of Education. It draws on more than 10 influential international language standards, and examines the actual situation of international Chinese education and teaching in universities, middle schools, primary schools and other educational institutions at home and abroad. Extensive research, fully soliciting opinions and suggestions from domestic and foreign experts and other relevant parties, completed after repeated demonstrations and multiple revisions.

  The "Standard" divides learners' Chinese proficiency into "three grades and nine levels". The four basic elements of syllables, Chinese characters, vocabulary and grammar constitute a "four-dimensional benchmark", which is formed by verbal communication skills, topic task content and language quantitative indicators. Three evaluation dimensions, with Chinese listening, speaking, reading, writing, and translation as the five language skills, so as to accurately calibrate the learner's Chinese proficiency.

  The "Standard" applies to the learning, teaching, testing and evaluation of international Chinese education, and provides a normative reference for various schools, institutions, enterprises and institutions that carry out international Chinese education.

  The "Standard" will become the basis for the proposition of international Chinese-related standardized and standardized language examinations and the basic basis for various innovative evaluations of Chinese teaching and learning. It will also be the overall design, textbook compilation, classroom teaching and curriculum of international Chinese education around the world. The test provides reference and will also provide an important basis for the construction of various new models and new platforms for international Chinese education in the "Internet +" era.
