The Central Military Commission issued the "Work Regulations of the Political and Legal Committee of the Communist Party of China Army Committee (for Trial Implementation)"

Recently, the Central Military Commission issued the "Regulations on the Work of the Political and Legal Committee of the Communist Party of China Army Committee (Trial)" (hereinafter referred to as the "Regulations"), which will come into force on April 1, 2021.

　　The “Regulations” are the first internal-party regulations of our army that specifically regulate the work of the party committee’s political and legal committees. Guided by Xi Jinping’s thoughts on socialism with Chinese characteristics in the new era, it thoroughly implements Xi Jinping’s thoughts on strengthening the army and Xi Jinping’s thoughts on the rule of law. The goal of strengthening the army in the new era and building a world-class army in an all-round way provides a strong guarantee of the rule of law, and systematically regulates the establishment and operation of the party committee’s political and legal committees, functional tasks and work systems, which is important for implementing the principles and systems of the party’s leading political and legal work and strengthening the Central Military Commission’s political and legal work on the military Centralized and unified leadership to ensure the correct and unified implementation of the constitution and laws in the military is of great significance.

　　The "Regulations" consist of 8 chapters and 37 articles, covering aspects such as the establishment of party committees, political and legal committees, leadership and guidance, responsibilities, decision-making and implementation, work systems, supervision and responsibilities.

The "Regulations" closely focus on the party’s roots and souls of politics and law, firmly grasp the role of the Party Committee’s Political and Legal Committee as a functional department for party committee leadership and management of political and legal work, and insist on upholding the party’s absolute leadership over the army, focusing on preparing for war, and adhering to the rule of law. Problem-oriented and bottom-line thinking, and adhere to the principle of serving officers and soldiers in the army; in accordance with the requirements of simplification, unification, and efficiency, the party committee and political and legal committees are generally established in units above regiments and units equivalent to regiments and units with political work departments.
