The prosecutor's office can check the leadership of the Moscow branch of the Communist Party for financial abuse.

The corresponding request was sent to law enforcement agencies by Moscow City Duma deputy Dmitry Loktev.

He, who was previously expelled from the Communist Party faction in the capital's parliament, wrote about this on his Facebook page.

The deputy said that before his expulsion from the faction, he and another communist deputy, Elena Shuvalova, demanded to provide them with the Regulations on the Communist Party faction in the Moscow City Duma.

According to him, the document was “hidden” from parliamentarians for a long time.

“Having read the received“ document ”, I was outraged by the presence in it, in my opinion, of a number of illegal points,” Loktev wrote.

He especially noted the point according to which, according to him, deputies who do not receive a salary are required to “strengthen the material base of the Moscow branch of the Communist Party of the Russian Federation”.

“On this fact, I made an appeal to the Moscow prosecutor’s office,” he wrote.

Law enforcement agencies, according to Loktev, should check the head of the Moscow City Committee of the Communist Party of the Russian Federation Valery Rashkin for the use of his position, "as a result of which a scheme was created to withdraw budget funds from the budget of the Moscow City Duma."

As Loktev explained in a commentary on RT,

the requirement to “strengthen the material base” is a veiled basis for a corruption scheme.

Loktev recalled that the status of a deputy has already been spelled out in the regulations of the capital's parliament, the law on the Moscow City Duma and other regulatory documents.

And the task of strengthening the material base of the regional branches of the parties is not contained there.

“But according to the instructions of Valery Rashkin, candidates nominated to the Moscow City Duma in single-mandate constituencies were obliged to“ give ”two positions of state assistants to the city committee.

In fact, they will not fulfill their duties, but will work in the city committee of the Communist Party of the Russian Federation.

And also half of the fund of prizes should be given to the fund of the Moscow city organization of the Communist Party of the Russian Federation.

This is a scheme for the withdrawal of budgetary funds from the budget of the city of Moscow in favor of the Moscow city organization of the Communist Party, ”he stressed.

It was the disagreement to "give up" the assistants' rates that caused him to be expelled from the faction, Loktev is sure.

Earlier, deputies Dmitry Loktev and Elena Shuvalova were expelled from the party's faction in the Moscow City Duma.

According to the press service of the Communist Party faction in the capital's parliament, both deputies allegedly repeatedly allowed themselves to criticize the leadership of the faction.

“Judgments and statements discrediting the faction were published on their personal pages in social networks, and also got into the publications of the media,” the press service explained.

In addition, both deputies were previously expelled from the Communist Party.

Elena Shuvalova was expelled in the summer of 2020 following a vote at the plenum of the Moscow City Committee (MGK) of the Communist Party of the Russian Federation.

Dmitry Loktev was expelled from the ranks of the communists in February 2021.

The formal reason was the failure to comply with the pre-election memorandum of the Moscow City Committee of the Communist Party of the Russian Federation.

The deputies themselves believe that the real reason for the hostility on the part of the Moscow leadership of the Communist Party of the Russian Federation is far from the declared one.

As Shuvalova previously wrote on her Facebook page, if she was expelled, she was accused of non-fulfillment of obligations to formalize party-directed candidates for assistants and to pay the party maximum.

Let us recall that we are talking about monthly contributions allocated to the fund for material support of the regional branch of the Communist Party of the Russian Federation.

“The candidates for assistants sent to me immediately stated that they would not work in the Moscow City Duma, they did not know how to work with citizens' appeals.

I am legally competent enough to understand that this is a provocation, ”Shuvalova wrote.

She also recalled that she does not receive a salary in the Moscow City Duma, so she cannot make deductions, unlike Rashkin himself.

At the same time, it turned out to be impossible to prove oneself innocent at the internal party level, Dmitry Loktev stated in an interview with RT.

“Unfortunately, there are no mechanisms to defend one's position within the Moscow branch.

Because the entire leadership is under the control of Rashkin.

Formally, there are appeal bodies, but in reality they work even worse than the Russian courts.

If Rashkin wanted a person not to be in the party, he will not be.

We have a serious authoritarian organization.

Precisely authoritarian, in which the principles of democratic centralism are purely formal, ”the deputy added.

The leadership of the Communist Party at the federal level does not pay attention to the situation in the Moscow office, Loktev said.

“The Moscow organization of the Communist Party of the Russian Federation is experiencing a huge outflow of supporters, not only old ones, but also young people.

Almost all young people left, having no outlet for their political ambitions.

Now the Communist Party of the Russian Federation is experiencing a severe crisis.

Confidence in the party begins to decline, because when you are an oppositionist, you need to be consistent in your actions, ”Dmitry Loktev said.

According to Pavel Danilin, director of the Center for Political Analysis, the story of Loktev and Shuvalova is really indicative for the Moscow branch of the Communist Party, which is subjected to regular "purges".

“Theoretically, in Moscow, it would be possible to make a hype on oppositionism.

This is what Rashkin is actually trying to do.

But at the same time, he violates all the rules of the political community and creates problems for the Communist Party, ”the expert explained.

"Behind-the-scenes collusion"

The party also has difficulties at the federal level, political analysts say.

Earlier, journalist and politician Maxim Shevchenko refused to run from the Communist Party in the upcoming elections to the State Duma.

He also left the post of head of the Communist Party faction in the Legislative Assembly of the Vladimir region.

The decision was made on March 25, he said.

Shevchenko explained that this was due to his plans to run for the State Duma elections as a self-nominated candidate.

Earlier, the journalist announced that he intends to run for the Duma in the 208th single-mandate constituency in Moscow.

The Communist Party plans to nominate Nina Ostanina, the head of the faction's apparatus in the State Duma, from this constituency.

As the director of the Center for Political Analysis Pavel Danilin noted in a commentary to RT, the 208th single-mandate district of Moscow, as a rule, becomes the subject of high competition between opposition politicians.

“But usually Nikolai Gonchar (United Russia) wins there, because he works very well,” the expert explained.

The preliminary list of candidates recommended for nomination in the single-mandate districts of Moscow in the elections of 2021 was approved by the delegates of the capital's conference of the Communist Party of the Russian Federation in mid-March.

The final list of nominees will be approved in June at the party congress.

According to Shevchenko, the decision to run in the elections on his own should not spoil his relationship with the Communist Party.

Communists from the Red Guard branch of the party in Moscow also spoke about secret collusion in the capital's branch of the Communist Party of the Russian Federation.

Primary party organizations of the Krasnogvardeisky district made an appeal to the leader of the Communist Party of the Russian Federation, Gennady Zyuganov.

The letter was posted on her Facebook page by party member Alexandra Bogomolnikova.

The authors of the document recalled that on the eve of the elections, party organizations carried out work on the selection and recommendation of worthy candidates.

Most of the members of the local branch of the Communist Party of the Russian Federation supported the candidacy of Nikolai Sergeev.

However, the secretary of the city committee Valery Rashkin rejected this proposal and presented an unknown candidate for the candidacy of a certain V.V.

Petrov.

The letter notes that the only "positive" quality of the candidate proposed from above is the availability of money.

In the comments to the post by Bogomolnikova, users wrote about similar cases in other districts of Moscow.

The leadership of the Communist Party of the Russian Federation did not publicly support the appeal of the communists.

As the party's press secretary Alexander Yushchenko said, there is no reason to talk about the candidates yet, since they will be finally approved after the elections are announced.

Yushchenko also criticized the actions of Bogomolnikova.

“In my opinion, it is not entirely correct to post all internal party discussions in public space, and then bring it up for discussion, including in the media,” he said.

As a result, other party members took up arms against Bogomolnikova.

She wrote that the Krasnogvardeisky district committee even conducted an analysis of her act.

“The men in the party attacked me with accusations that I was a stupid little girl who did not understand what she was doing at all.

According to Danilin, by the autumn elections, the capital branch of the Communist Party of the Russian Federation may even smooth out the consequences of high-profile scandals in its ranks.
