- We see a mortgage as complicated to introduce and it solves only a limited part of the problems we have identified, says investigator Gunnar Fredriksson.

Instead, he advocates increased responsibility for those who produce, sell and import mobile phones and small electronics.

There are already systems in place that hold resellers responsible for being able to collect old phones.

There, the requirements for collection, reuse and recycling of electrical waste will be increased.

The proposal will now be submitted for consultation to, among others, the producers, who are now expected to take greater responsibility.

Gunnar Fredriksson believes that the campaign for handing in old mobile phones should be in the companies' interest.

- It is a way to show their environmental work and get in touch with the customer.

There is a great interest in the environment and there are many who are interested in used.

Of course not in the same way for small electronics as there is for vintage clothes or interior design, but companies will realize that this is in a modern business model, to link their sales to reuse in different ways.

Per Bolund still wants to introduce a deposit system on mobile phones and thus goes against the inquiry's main proposal.

- We will introduce a deposit system.

That is the track we are following, says Per Bolund to TT.

He points out that demands for a deposit for small electronics are included in the January agreement between the red-green government, the Center Party and the Liberals.

Since the inquiry was tasked with producing a proposal for a mortgage on small electronics, there is another proposal in the inquiry for mortgage certificates.

According to that, you must receive a digital certificate when you buy a new phone so you get back SEK 100 when submitting a corresponding item.

Then an extra SEK 100 is added when buying.

The problem with such a system according to the investigation is that it is complex to introduce and the deposit is then linked to the proof and not the phone, so it becomes difficult to sell your used phone, says Gunnar Fredriksson.
