Table: Congress overturns the proposed amnesty law for the 'procés' prisoners

Despite the short journey that the proposed amnesty law has had in the Congress of Deputies, the independence movement insists on this legal path, together with the right to
self-determination
, as the only solution for the institutional conflict that Catalonia has dragged on for a decade .
Òmnium Cultural, one of the most active entities in the collection of adhesions to obtain the annulment of the judicial cases of the
procés
, has staged in the historical building of the
University of Barcelona
(UB) the support of the rectors of the Catalan public centers of higher education, and a hundred more academics, to the development of a state law that eliminates the criminal responsibility of "political prisoners, exiles and reprisals."

The
Board
of Congress rejected last Tuesday to process the amnesty bill registered a week earlier by ERC, Junts, PDeCAT and CUP.
The governing body of the Lower House opposed the initiative with six negative votes from PSOE (3), PP (2) and Vox (1).
Only the three members of Unidas Podemos voted in favor of its processing.
Right to request
The vice president of Òmnium,
Marcel Mauri
, announced that same day that he would exercise the right to petition and reactivated the campaign to collect signatures in order to re-present the legislative proposal in the
Cortes Generales
.
The rule, which would include the causes that were opened by the consultation of
9-N
of 2014 or by the
referendum
and the declaration of independence of October 2017, would have, according to the entity, the consensus of "more than 80% of Catalan society ".
Among the university professors and academics who have joined the Òmnium petition, names such as the former counselor of the Generalitat
Andreu Mas-Colell
or the former magistrate of the Constitutional Court
Carles Viver i Pi-Sunyer
, who chaired the Advisory Council for the National Transition created by Artur Mas in 2013, an advisory body that was dissolved in 2017 after the application of
article 155
of the Magna Carta.
Mauri has pointed out that universities are "one of the key pieces for the exit from the economic and social crisis" and "they have once again demonstrated that they are always on the side of rights and freedoms."
The independence movement has sought in recent years the explicit support of the university community for several of its demands.
Therefore, it is not surprising that the Catalan National Assembly sponsored the candidacy of Joan Guàrdia in the elections to the Rector of the UB last December against the person who held the position,
