Sanming Medical Reform: From "Ignition" to Liaoyuan
On the morning of March 23, Xi Jinping first came to the Sha County General Hospital of Sanming City to learn about the local medical and health system reforms.

Sanming has attracted much attention due to a "medical reform" that began 9 years ago.
Since February 2012, in order to solve the problem of "difficult and expensive medical treatment" for local people, Sanming has initiated the reform of the medical and health system with the "three-medicine linkage" as the main model.
Simply put, it is the medical reform that "returns medicines to the function of treating diseases", the medical reform that "returns doctors to the role of seeing a doctor", and the medical insurance reform that "straighten out the medical insurance management system".

Beginning in 2016, Sanming has established general hospitals in 12 counties, cities and districts to build a close medical community, which not only integrates the tertiary medical resources of counties and villages upward, but also realizes the "three sinks" of hospital management, medical personnel, and diseases.
The Sha County General Hospital visited by the General Secretary that day has jurisdiction over 12 primary-level branches and 128 village clinics.

On the same day, high school teacher Weng Hua was consulting one thing at the medical insurance service station here: He needs long-term medication because of diabetes, but recently discovered that his personal medical insurance account has more than 10,000 yuan in balance.
After consulting, he solved the mystery: the extra money was due to lower reimbursement thresholds, higher reimbursement ratios, and lower drug prices.

Through medical reform, patients have become direct beneficiaries.
It is understood that in 2019, the per capita medical expenditure in Sanming was 1,734 yuan, only 46% of the national average.
While drastically reducing the prices of medicines and consumables, Sanming has drastically increased medical service fees, and doctors have implemented an annual salary system.
"Current Affairs News Eye" learned that since the implementation of the medical reform, the average annual salary of employees in public hospitals above the second level in Sanming City has tripled.

"Medical reform" is a major event related to people's health, Xi Jinping has always been concerned about.
In February 2016, he listened to and affirmed the experience of Sanming's medical reform at the 21st meeting of the Central Comprehensive Deep Reform Group. Since then, he has asked for the summary and promotion of Sanming's medical reform experience at relevant meetings many times.

Shaxian snacks are a household name in China.
On the afternoon of March 23, Xi Jinping visited Yubang Village, Xiamao Town, famous for its snacks in Shaxian County.

Yubang Village is located near the Fuyin Expressway, crossing a wooden covered bridge "Longfeng Bridge" shaded by green trees, and entering Yubang Village.
In this village of more than 1,000 people, more than 60% of the villagers went out to sell Shaxian snacks.

There is a Shaxian snack street in Yubang Village, with two rows of street shops facing each other for people to find their roots.
Soda noodles, flat meat, sweet siu-mai, rice jelly, glutinous rice cakes, taro dumplings, all kinds of signatures are very eye-catching.
When the general secretary visited the snack street, many merchants were welcoming business enthusiastically.

In Yubang Village, Xi Jinping inspected the Xia Mao Featured Snack Folk Culture Museum.
The most eye-catching thing in the museum is the sumptuous birthday banquet.
According to local customs, big cock, birthday cake, birthday wine, birthday peach, birthday noodles, birthday candles, birthday cannons are all necessary gifts on the birthday banquet.

This is not the first time Xi Jinping has paid attention to Shaxian snacks.
In March 1999, when he was in Shaxian County, he assisted the snacks in Shaxian County: “We should seriously summarize, strengthen research and training, and dig deeper into the expansion space of the snack industry.” This is not the first time Xi Jinping has come to Xiamao Town.
In August 2000, he had a discussion with villagers in Xia Mao Town.

In Yubang Village, the general secretary focused on the promotion of rural revitalization.
Rural revitalization has the general requirements of "20 characters": industrial prosperity, ecological livability, rural customs, effective governance, and prosperous life.
The general secretary once emphasized: "Prosperity of the industry is the prerequisite for solving all problems in the countryside." From the small fungus and daylily industry that was emphasized during the domestic inspection last year, to the Wuyishan tea industry during this inspection period, and to Shaxian to pay attention to snacks. Sanming Forest Reform: Ecological Beauty, People Rich
In April 1997, Xi Jinping urged during a survey in Changkou Village, Sanming City: "Green mountains and green waters are priceless treasures. In mountainous areas, we must draw'landscape paintings' well and make good works on landscapes and fields."
A reform that originated in Sanming became a vivid practice of the thesis that "green mountains and green waters are priceless treasures".

Mountainousness and greenery are the distinguishing characteristics of Sanming, but it was once restricted by the rigidity of the old forestry policy and the unclear property rights of forests. The people's "backing on mountains and eating mountains" were greatly restricted.
In 2002, the then governor of Fujian Province, Xi Jinping, personally led and promoted the reform of the collective forest tenure system after investigation and made an important instruction of "turning from the mountain to the mountain like the household contract responsibility system with joint output."
