The decree enters into force on the day following that of its publication in the Official Gazette and will be presented to the Chambers for conversion into law.

The decree is worth 32 billion euros and contains urgent measures in the field of support for businesses and economic operators, work, health and local services, connected to the Covid-19 emergency.

The text is now sent to the Quirinale to be submitted to the President of the Republic and will then be published in the Official Gazette.



Businesses: not enough


The allocation for the pandemic shock is unprecedented, with the 32 billion of the budget gap for the Sostegni decree in addition to the more than 100 billion of the measures that have taken place since March 2020, largely for businesses, families and work.

But in the face of more than 420 billion in estimated loss of turnover for SMEs in 2020, the invitation to "definitely strengthen" aid has already arrived from Confcommercio: the Government is working on a new provision in April that will focus precisely on the refreshments seen further losses with the third wave.   



But after the clash over the "amnesty" of the tax bills that has just come to an end, a new one is looming on a further loosening of the amnesties: Matteo Salvini, leader of the League, announces an agreement with Prime Minister Mario Draghi to "reset dozens of millions of folders ".



Antonio Tajani, national coordinator of Forza Italia, asks to "continue on the scrapping, and fiscal peace must be a real fiscal peace, we are only at the beginning".

The issue does not even displease the M5s, but a clear stop comes from the Democratic Party: the money goes to the relaunch and refreshments, "if Salvini or someone else wants instead to propose to use them to forgive the fines of those who have not even been touched by the crisis and he does not need help in the least, he is free to do so. We will vote against ", announces Antonio Misiani, economic manager of the Democratic Party.   



"The support decree still has strong limits", says Carlo Sangalli, the president of Confcommercio, according to whom the resources dedicated to refreshments must be strengthened because for businesses and VAT numbers there are about 11 billion out of the 32 of the Dl, compared to 3 million stakeholders and consumption expenditure collapsed by 130 billion euros in 2020.



Even Vittorio Messina, president of Assoturismo Confesercenti, does not discount: "Tourism activities have been at a standstill for a year now, without adequate support we will no longer be able to reopen. we expected much more ".

The CGIA, in the note of the weekend, explains that the money, to cover the losses of the second wave, will arrive "at least three and a half months late".   



A boost that comes when some parties are still committed to capitalizing on the individual provisions of the Dl Sostegni: also the exemption of the Rai Fee for 2021 for accommodation facilities and public places or places open to the public, "an intervention requested and obtained by the League for supporting bars, hotels and restaurants affected by the health pandemic ", League MP Edoardo Rixi announced in a note.

From the M5s the extra billion for citizenship income is highlighted, the secretary of the Pd Enrico Letta praises the fresh interventions "on health, school, tourism, culture, workers and businesses".   



The attention is all on the next measure, arriving in April, close to the Def and also to the Italian plan for recovery.

The first problem to be solved is the new gap, at least another 20 billion deficit.

Much will depend on the numbers of the Economic and Financial Document, which could significantly lower 2021 growth compared to the 6% of the last update note to the Def.

Then there will be the 'draft' of the single measures just launched to be verified.

"What we continue to need, to paraphrase the expression of Prime Minister Mario Draghi used when he was president of the ECB, is a 'whatever it takes' of economic policy", explains Antonio Misiani, economic manager of the Democratic Party and former deputy minister of 'Economy.

Misiani assigns absolute priority, after health care and vaccines, to refreshments for businesses, work, families.

But also investments: the Government intends to accompany and anticipate as much as possible the revival expected in the summer, focusing on vaccines for summer tourism: new aid, after the 700 million of the Dl Sostegno, is instead under discussion for winter tourism, once the accounts are taken into account. relapses of a season now gone.



Ciriani: alms for businesses
