Renzi: "With Draghi new season, politics wins, populism loses"


To rejoice at the result obtained yesterday by the Council of Ministers, but more generally for the trend of the new majority of government, is also Matteo Renzi.

The dl Sostegni


The Council of Ministers, on the proposal of the President Mario Draghi, the Minister of Economy and Finance Daniele Franco and the Minister of Labor and Social Policies Andrea Orlando, approved a decree law that introduces urgent measures in the field of support to businesses and economic operators, labor, health and local services, connected to the Covid-19 emergency.



The decree intervenes, with an allocation of about

32 billion euros

, equal to the maximum amount of the budget variance already authorized by Parliament, in order to strengthen the tools to combat the spread of the infection from Covid-19 and to contain the impact social and economic of the prevention measures adopted.



The objective is to ensure a renewed and enhanced support system, calibrated according to the timeliness and intensity of protection that each subject requires.

The planned interventions are divided into 5 main areas: support for businesses and third sector operators;

work and fight against poverty;

Health & Safety;

support to local authorities;

further sectoral interventions.



1) Support for businesses and third sector operators


A non-repayable grant is envisaged for subjects with a VAT number who carry out business activities, art or profession, as well as for non-commercial and third sector entities, no longer any sectoral limitation or classification constraint of the economic activities concerned.

For these interventions, the total allocation amounts to over 11 billion euros.



Individuals who have suffered a

loss in turnover

, between 2019 and 2020, equal to at least 30 percent, calculated on the average monthly value,

may submit a request for these supports

.

The new mechanism admits companies with revenues of up to 10 million euros, compared to the previous limit of 5 million euros.



The amount of the non-repayable grant will be determined as a percentage of the

difference in turnover recorded

, as follows: 60 per cent for subjects with revenues and fees not exceeding 100 thousand euros;

50 percent for individuals with revenues or fees ranging from 100,000 to 400,000 euros;

40 per cent for individuals with revenues or fees exceeding 400 thousand euros and up to 1 million euros;

30 per cent for individuals with revenues or fees exceeding 1 million and up to 5 million euros;

20 per cent for individuals with revenues or fees exceeding 5 million and up to 10 million euros.

In any case, this amount cannot be less than € 1,000 for individuals and € 2,000 for other subjects and cannot exceed € 150,000.



The contribution can be paid by bank transfer directly to the current account in the name of the beneficiary or as a tax credit, to be used exclusively in compensation.



In order to support the business activities of specific sectors, the following are also envisaged: a

Fund for winter tourism

;

the increase from 1 to 2.5 billion in the allocation for the Fund for the exemption from social security contributions for

self-employed and professionals

;

the extension of the period of suspension of the activities of the collection agent until 30 April 2021. In order to

support businesses

, there is also provision for action aimed at reducing the costs of electricity bills.



2) Work and fight against poverty


In this context, the decree provides for: the extension of the

freeze on layoffs

until 30 June 2021;

the extension of

wage supplementation

gains refinancing, for 400 million euro, the Social Fund for

employment and training

;

an allowance of € 2,400 for

seasonal

workers

and for a fixed term contract and for a variable amount between 1,200 and 3,600 euros for sports workers;

the refinancing of the fund for

citizenship income

in the amount of 1 billion euro

, in order to take into account the increase in applications;

the renewal, for a further three months, of the

emergency income

and the expansion of the number of potential beneficiaries;

the 100 million euro increase in the extraordinary fund to support

third sector

entities

;

the extension of interventions for workers in conditions of

fragility

.



3) Health and safety


As regards health and safety, the text provides for: a further loan of 2.1 billion for the

purchase of vaccines

and 700 million for the purchase of other anti-Covid drugs;

the possibility that companies and entities of the National Health Service resort to the performance of additional services by doctors, nurses and dependent health assistants, also in derogation of the limits in force on personnel expenditure;

the involvement of

pharmacies

in the vaccination campaign;

support for medical and health personnel, including military personnel;

the extension to 31 May 2021 of the possibility of using hotel or accommodation facilities to accommodate people under health surveillance and fiduciary isolation or permanently at home, where such measures cannot be implemented at the home of the person concerned.



4) Territorial bodies


For local and territorial authorities, support is provided for the

drop in revenue

due to the pandemic, equal to approximately 1 billion euro for municipalities and metropolitan cities in 2021. For the regions with special statute and the autonomous provinces, it is foreseen an intervention of 260 million and 1 billion for the Regions with ordinary statute for the reimbursement of health costs incurred in 2020.



5) Sectoral interventions


Among the other sectoral interventions, the following are envisaged: support for

remote

or integrated

teaching

activities

;

the refinancing of the funds provided for by the legislation in force for

culture

,

entertainment

,

cinema

and

audiovisual

;

the refinancing of funds for the functionality of

the police

and

armed forces

;

dedicated support to companies in

the exhibition sector

;

a fund of 200 million euros to support the development and production of new drugs and vaccines to tackle infectious diseases at the national level;

a fund of 200 million euros, at the Ministry of Economic Development, to

support large companies

in crisis due to the pandemic, with the exclusion of those in the banking and insurance sector;

the establishment, at the Ministry of Economy and Finance, of a Fund of 200 million euros for the year 2021, to be divided between Regions and Autonomous Provinces on the basis of the proposal by the same entities, to be allocated to support economic categories particularly affected, including commercial or

catering activities

operating in historic centers and companies operating in the sector of

weddings

and private events;

further funding from the Fund for the development and support of

agricultural

,

fishing

and

aquaculture

sectors

, set up at the Ministry of Agricultural, Food and Forestry Policies.
