Case of Hangzhou City, Zhejiang Province:
On the morning of March 8, 2021, law enforcement officers of the Emergency Management Bureau of Xiaoshan District, Hangzhou City, Zhejiang Province conducted a law enforcement inspection on a company.
During the period, law enforcement officers discovered a warehouse built by a simple steel shed in the factory, and the glass windows were all artificially obscured by objects. Inspections revealed that there were a large number of hazardous chemicals stacked in the warehouse, including 176 full bottles of carbon dioxide, oxygen, acetylene, mixed gas, and nitrogen. Gas cylinder.
At the same time, the warehouse is set up next to the company's employee dormitory. There are dozens of workers in the dormitory. Once an explosion occurs, the consequences will be disastrous.
After verification, the company has not obtained a license for hazardous chemicals, and the warehouse does not have the safety conditions for storing hazardous chemicals.
Law enforcement officers immediately issued a decision on on-site handling measures in accordance with the law, ordering the company to immediately stop storing hazardous chemicals and seize the gas cylinders on-site.
Subsequently, the emergency management department of Xiaoshan District, Hangzhou actively connected with the public security organs. On March 9, the Xiaoshan District Public Security Bureau detained the suspect Yu Mo for the crime of dangerous work.
Case of Qingdao City, Shandong:
On March 9, 2021, the Emergency Management Bureau of West Coast New Area, Qingdao City, Shandong Province, according to the deployment of hazardous chemicals safety prevention during the 100-day tackling period of safe production, carried out a centralized night inspection of container storage and logistics stations outside Qianwan Port.
During the period, the eight well-sealed containers attracted the attention of law enforcement officials. These containers were placed in a hidden location and the storage area was independent. The law enforcement officials contacted relevant departments to check the container number and the goods in the box, and found that two containers were stored in the container. 160 barrels of methylene chloride totaled 43.2 tons, and another six containers contained 480 barrels of toluene diisocyanate totaling 120 tons, and the two types totaled 163.2 tons.
Upon verification, the company involved has not obtained a hazardous chemical business license, and the site does not have the safety conditions for storing hazardous chemicals, which poses a great safety risk.
Law enforcement officials immediately ordered the company to stop storing hazardous chemicals and seized 163.2 tons of hazardous chemicals suspected of illegal operations.
Subsequently, the West Coast New Area Emergency Management Bureau actively communicated with the judicial authorities, and the Municipal Public Security Bureau Development Zone Bureau has filed a case for suspected dangerous operations crimes against the suspects.
