March 19, 2021 The green light to the dl Sostegni is expected today in the CDM, which will distribute the 32 billion non-profit funds authorized by Parliament.

In the framework of the decree, over 3 billion for the extension of the redundancy fund, 5 billion for the vaccination plan and another 3 billion for local authorities.

Compensation is expected in a short time: on average € 3,700 per activity, by the end of April.

In the work package there is the renewal of the allowance for seasonal workers, which will reach 2,400 euros one-off.

Funds also for vaccines, schools and supply chains.



The go-ahead is expected within the day once the last knots on the blocking of dismissals and folders have been solved:

the ban on dismissal should be accompanied by an extension of the Covid cash register for the whole of 2021,

which is worth 3.3 billion, and with a differentiated intervention for those who have the ordinary instruments echi, instead, awaits the reform of the shock absorbers.

At the table with the social partners, after the first discussion on the procedures, distances emerged between those who would like the single universal shock absorber, yes, but distinguishing for the different sectors. Orlando has promised a new document but to draw it up will need other insights.   



As for the tax authorities, on the other hand, an

agreement

would be reached

on a stop in installments and new folders until the end of April

, and then spread the sending of the tax documents in two years to avoid 'flooding' the taxpayers.

However, there is still discussion on the measures to free the warehouse of the former Equitalia thanks to the cancellation of the old files.

In the meantime, everyone agrees on the

new mechanism for the refreshment of production activities

: after the Ateco codes of the last refreshment points have been filed, the aid is aimed at around 3 million SMEs, those with a turnover of up to 10 million.

Activities with losses of at least 30% (no longer 33%) will be able to access while the calculation of the compensation will be based on the monthly average of losses between the whole of 2020 and the whole of 2019 (and not on two months as assumed so far. ).

5 compensation bands will be applied to the average monthly loss based on turnover: 60% for companies up to 100 thousand euros, 50% between 100 thousand and 400 thousand euros, 40% between 400 thousand and one million, 30% between one and 5 million and 20% between 5 and 10 million.

A self-certification will be required through a special platform developed with Sogei, the contributions will then be disbursed by the Revenue Agency which will carry out the checks ex post, so as not to slow down the aid.

There will be 60 days to apply and you can choose between bank transfer and tax credit: it will range from a minimum of 1000 euros for individuals (2000 for legal entities) to a maximum of 150 thousand euros, on average around 3,700 euros for business.   



For the self-employed there will then be a

refinancing of 1.5 billion from the fund established with the maneuver

for the reduction or cancellation of contributions.

The same applies to the renewal of allowances for seasonal workers, spa and entertainment workers.

Indemnity is also foreseen for the 200,000 in sport. Emergency income will also be renewed for three months and citizenship income refinanced with one billion.

Funds also for the third sector and fragile workers.

For the world of culture there will also be another 400 million, as many will replenish the social fund for interventions on specific companies.

There is also space for the first funds for the most affected supply chains, from 600 million for the mountains to 100 million for fairs, catering, events, blocked by Covid.

Local authorities will go to 3.3 billion including 250 million to compensate the municipalities for the missed collection of the tourist tax and 800 million for local public transport.

About 4 and a half billion are allocated to healthcare between the vaccination campaign and support to the commissioner management: the figures are dancers and could change until the last moment but at the moment, among other things, 2.1 billion are expected for vaccines and 700 million for anti-Covid drugs, as well as resources for vaccination in pharmacies, regulated by ad hoc regulations



Italian airlines: 150 million for sector support


The airlines Air Dolomiti, Blue Panorama Airlines and Neos ask that there be room for intervention in the Dl Sostegni on the sector in favor of air transport amounting to at least 150 million euros. The three carriers stated in a note "they acknowledge how the Government has contributed substantial resources to guarantee the future of Alitalia, but hope that there will not be a disparity of treatment between the same workers and the same companies in the same air transport sector, in particular towards the categories of this sector that to date have not yet received null
