To solve this problem, as early as the 1980s, Xinjiang built nearly 400 boarding primary and secondary schools.

In recent years, the state has made arrangements for strengthening the construction of boarding schools.

In accordance with the requirements, Xinjiang combined with the development of new urbanization, the implementation of the rural revitalization strategy and the changing trends of local school-age children, as well as factors such as geography, transportation, environment, and safety, and scientifically and rationally planned and set up.

The boarding school construction strictly abides by the relevant national and autonomous region construction standards, and all kinds of learning and living facilities are fully equipped.

The faculty of boarding schools is guaranteed through recruitment, training, teaching support in the Mainland, and government procurement of services.

The boarding school's school funding is fully borne by the government. In the compulsory education stage, boarding school students are exempt from tuition and textbook fees like other school students. Rural boarding students are also exempt from boarding and lodging fees and enjoy special living allowances. Each elementary school student is exempted from tuition and textbook fees. RMB 1,250 per academic year and RMB 1,500 per student per academic year in junior high schools, effectively reducing the financial burden of students’ families.

  Xu Guixiang said that for Zheng Guoen’s report that “all educational facilities in Xinjiang have implemented compulsory security measures”, “these security measures are comparable to concentration camps” and “the state tries to prevent Uyghur parents, relatives or community members from raising their children”.

  The Xinjiang local government has equipped schools and kindergartens with security systems. This is determined by the severe situation of frequent violent and terrorist activities for a period of time. The purpose is to protect the rights to life and health of children of all ethnic groups in Xinjiang.

Xinjiang's management of all primary and secondary schools, including boarding schools, is carried out in accordance with the "Education Law" and "Compulsory Education Law" of the People's Republic of China and other laws and regulations.

The school attaches great importance to the personal safety of students. When school is over, faculty and staff deliver students to their parents, or send students to their homes through school buses.

So far, no students have been injured in boarding schools in Xinjiang.

  At the same time, Xinjiang boarding schools have never restricted the contact between students and their parents.

The students of boarding school go home on weekends, arrive at school every Monday morning, and finish school on Friday afternoon, and go home on holidays, winter and summer vacations. You can ask for leave to go home at any time if you have something to do.

In order to facilitate the communication between parents and students, a telephone is installed in each dormitory of the school, and students can call their parents anytime.
